BACKGROUND

UASI is a program under the Homeland Security Grant Program to enhance regional preparedness in major metropolitan areas throughout the United States. The UASI program directly supports expanding regional collaboration and is meant to assist participants in their creation of regional systems for prevention, protection, response, and recovery. The San Francisco Bay Area has been designated as one of the ten high-risk areas (Tier 1) in the United States. As a surrounding county, Napa County is included as a Bay Area UASI regional partner and is eligible to receive funds under this program. The City and County of San Francisco is the grantee for these funds and is responsible for executing subgrant agreements for the distribution of the funds to jurisdictions within the Region that apply by submitting project requests.   

Napa Valley Community Emergency Response Team (CERT) is a community based and community supported volunteer organization staffed by local community members, which can deploy to assist the local community, such as during a large-scale disaster upon the request of the County Office of Emergency Services (OES) and/or Sheriff’s Office. In 2024, Napa Valley CERT will host six basic trainings, two of which will be in Spanish, three skills trainings and facilitate an annual Full-Scale CERT Exercise on October 19, 2024.

The County has four established CERT teams with the intention to grow in areas like Calistoga, Angwin and Yountville.

Napa County applied for and was awarded grant funds in the amount of $7,872 to purchase four (4) CERT Team Equipment Kits and two (2) Command Posts for the County’s Napa Valley Community Emergency Response Team (CERT). The purchase of four (4) CERT Team Equipment Kits and two (2) Command Posts for the County’s CERT program to equip our teams with the proper training equipment to establish a command post during an activation and deployment of rescue operations.

The grant terms require the County to purchase the equipment prior to receiving reimbursement from the BAUASI grant funds. The County of Napa Office of Emergency Services manages and coordinates the program projects. The Undersheriff may initiate a reallocation of certain expenses to meet the needs of specific projects. The County of Napa Office of Emergency Services will, as required by 2 CFR 200.313(d), request CERT to physically inventory equipment purchased with FY22 UASI funds every two years and maintain appropriate inventory records. Staff requests approval of and authorization for the Undersheriff to execute reimbursement claims and any subsequent documentation that may be required following approval of the FY22 UASI grant application, including executing the agreement and any subsequent amendments, modifications which are within budgeted appropriations.

Requested Actions:

1.                     Adoption of a resolution approving participation in the federally funded Urban Area Security Initiative Grant Program for fiscal year 2022.

2.                     Approval of a budget amendment increasing appropriations for the OES Grants subdivision 1380005 Special Department Expense 53600 by $7,872 with offsetting revenues from FY22 UASI grant funding.

3.                     Authorization for the Chair to sign grant agreement number 250162B.

4.                     Authorization for the Assistant County Executive Officer and the Undersheriff to execute and submit any other documents necessary to accept and administer the program funds.
