EXECUTIVE SUMMARY

On November 1, 2021, the County entered into Agreement No. 220218B, a one-year contract with North Coast Regional Department of Child Support Services (North Coast) to provide case management services.  The purpose of today’s request is to amend the current agreement to increase the total number of case management services hours from 40 hours a week to 80 hours a week, therefore increasing the total number of full-time employees on loan to North Coast from one Child Support Specialist to two Child Support Specialists and increasing the cost reimbursement monies received by the County.  It also extends the remaining terms of contract through June 30, 2023.

There are no other changes in services provided from the originally approved Agreement.

Discretionary Justification:

This is a discretionary activity in that there is no mandate to enter into a shared services agreement with other Local Child Support Agencies. However, employees loaned under this agreement will provide significant cost savings due to the State reimbursement for salary and benefit costs. The additional revenue is necessary to offset an allocation funding shortfall.

Future fiscal impact:

The agreement is set to expire 6/30/2023. The reimbursement for services rendered will not exceed $381,301. 

Consequences if not approved:

Napa County Child Support Services would not be able to take advantage of this opportunity to receive additional revenue to help offset the significant decline in base allocation funding.

BACKGROUND AND DISCUSSION

In November 2021, the County entered into a shared services agreement between Napa County Department of Child Support Services (NCDCSS) and North Coast.  The agreement outlined the details by which NCDCSS provides case management services to North Coast.  

Today’s action will approve Amendment No. 1 to Agreement No. 220218B with North Coast to extend the term through June 30, 2023, increasing the loaned staff number from one to two full-time Napa County Child Support Specialists, and increasing the contracted amount of $110,000 to $138,301 in FY 2021-2022 and $243,000 in FY 2022-2023.

The proposed amendment allows NCDCSS to retain experienced employees while waiting for the expected attrition of a large percentage of senior staff during FY 2022-23.  Based on current caseload size and revised funding, NCDCSS would be unable to maintain these employees without the proposed amendment. The proposed amendment also provides North Coast with a more reasonable timeline to hire and train new staff. 

The loaned employees will telecommute and will continue to retain their incumbency in their current positions as well as their other benefits of employment.
