(Fiscal Impact: $75,000 Expense; HHSA Fund; Budgeted; Discretionary) and authorize the Director of Human Resources, with CEO approval, to make clerical changes to the Napa County Table and Index of Classes.

BACKGROUND
Health & Human Services Agency’s (HHSA) Fiscal Division currently has a vacant Supervising Accounting Assistant. HHSA evaluated its business needs in relation to the changing federal and state claims processing requirements for its programs. HHSA requests and Human Resources recommends deleting the vacant Supervising Accounting Assistant and adding a Staff Services Manager. The higher-level position will provide management oversight of complex and specialized claiming of federal and state allocations, grants, and cost reports, as well as proper organizational structure to support HHSA’s budget and daily claiming functions.
The increase in cost of a regular full-time Staff Services Manager for the remainder of the fiscal year is approximately $25,820 and will be covered from funded position vacancies and drawing down of new federal and state funds.
HHSA currently has a Compliance & Privacy Officer position that reflects a dual reporting structure to the County Executive Office and the Director of HHSA. When the classification was established several years ago, the intent was for the single incumbent to perform Compliance and Privacy related duties at both the Countywide and HHSA levels. HHSA requires a full-time position to perform their Compliance and Privacy duties and the Countywide duties are better performed by assigning to the appropriate business areas’ management staff within the County Executive Office. Human Resources and HHSA have updated the title and classification specification to accurately reflect HHSA’s business needs and organizational structure. This action has no fiscal impact.
Additionally, this request includes administrative changes including updating the Board of Supervisors salary grade in accordance with County Ordinance, to maintain a rate equal to 63% of Superior Court Judges salary inclusive of any incremental increases. The proposed request also updates the County Counsel salary grade to reflect the recent contract amendment increase and maintain a 5% increase between each step. The fiscal impact of these administrative updates were approved during the September 24, 2024 and February 4, 2025 Board of Supervisors meetings, respectively. Finally, from time to time the Napa County’s Table and Index of Classes contains clerical errors. This item requests that the Board of Supervisors Authorize the Director of Human Resources, with CEO approval, to make clerical changes to the County’s Table and Index of Classes. Any clerical changes made by the Director of Human Resources Table and Index of Classes will be brought back to the Board of Supervisors twice a year to be ratified.
