BACKGROUND

The North General Aviation (GA) Ramp was originally constructed in 1958 and has a very poor Pavement Condition Index of 25. The Ramp is approximately 10 acres of failing asphalt and subgrade used for various types of aircraft for transient parking and self-service fueling operations. Such operations account for approximately 7.5% of Airport Revenues. Reconstruction of the North GA ramp will improve pavement conditions for existing transient aircraft parking and does not include any expansion. 

On March 25, 2025, the Board of Supervisors (Board) approved creation of Capital Project 25040 and execution of Airport Improvement Grant (AIP) 48, in the amount of $477,720 for design and administration efforts for new pavement and drainage, electrical improvements, Taxiway Alpha entry redesign, and a new aircraft parking plan consistent with FAA standards. On March 24, 2026, the Board approved the plans and specifications and authorized bid-opening for construction efforts. On April 23, 2026, Napa County Public Works opened bids for the project with the following base-bid results:

Granite Construction is not a local vendor. The Public Contract Code requires construction contracts to be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. The County provided local contractor outreach for this project by publishing the Notice to Contractor in the Napa Register. Also, the County mailed out the Notice to Contractor to various local contractors and sent to the local construction exchanges.

The construction and grant administration portion of the project is eligible for additional entitlement grant funds under the Airport Infrastructure Grant (AIG) program through the Federal Aviation Administration (FAA) in the amount of $3,057,000. The construction project was bid with three alternative options to expand the rehabilitation area based on costs. Airport staff and Mead & Hunt worked to maximize the grant entitlement funds through bid alternates. After consultation with the FAA, they agreed to fund the construction bid alternate #1 under a separate Airport Improvement Grant (AIP) in the amount of $2,590,116. The remaining $862,426 of the Base Bid and Bid Alt. #1 construction, contingency costs, construction management and administration costs will come from the Airport Enterprise Fund, making the total project cost $6,509,542.

Today’s requested actions will finalize the award for proposed construction contract and approve the necessary budget amendment to fully fund the project based upon the lowest, responsible bid.

Requested Actions related to the “North GA Ramp Reconstruction Project”, PW26-04 contingent upon the Federal Aviation Administration’s grant funding approval:

1.  Award construction contract in the amount of $5,545,775 to Granite Construction Company of Ukiah, California, for their lowest Base Bid, and authorize the Chair to sign the construction contract;

2. Approve a Budget Amendment for the following (4/5 vote required):
         a.   Increase appropriations for Intrafund Transfers-out (57900) by $862,426 in the Airport Operations (Fund 5010, Sub-Division 5010000), offset by use of its available fund balance, and 
         b.   Increase appropriations in Project 25040 (Fund 5010, Sub-Division 5010500) for Engineer Services (52145) in the amount of $84,186, Consulting Services (52310) in the amount of $602,292 and Construction Services (52360) in the amount of $5,823,064, offset by Interfund Transfers-in (49900) from the Airport Operations of $862,426 and an increase in revenue from the Federal Aviation Administration (FAA) (43840) of $5,647,116; and 

3.  Approval of and authorization for the Chair to sign Professional Services Agreement No. 260352B with Mead & Hunt, Inc. in the amount of $602,292 for Construction Management and Observation Services associated with the North GA Ramp Reconstruction Project.

Airport staff has submitted two grant applications to the FAA for the construction contract, professional services agreements for construction management, and administrative costs. The FAA grants are anticipated to be $5,545,775 for eligible costs. The remaining costs will be funded through the Airport Enterprise Fund balance. Conditioned upon receipt of the FAA grant and upon construction contract award, construction of the project will be budgeted in Airport CIP (Fund 50105; Subdivision 5010500; Project No. 25040)

North GA Ramp pavement, originally constructed in 1958, is failing and unable to sustain current Aircraft Operations in a safe manner. Napa County has entitlement funds under the Airport Improvement Grant (AIG) program of $3,057,000 and Airport Improvement Program (AIP) grant of $2,590,116 for transient ramp repairs.

Future fiscal impact:

We anticipate getting a Federal Grant for this project in FY26-27 and the project will extend into future fiscal years, budgeted in the Airport Enterprise CIP Fund accordingly.

Consequences if not approved:

If not approved, Napa County Airport would not be maintaining its infrastructure as required by the FAA and could lose entitled Grant funds.
