BACKGROUND

Roads planned for rehabilitation are selected based on their existing Pavement Condition Index (PCI), which is an overall measure of the condition of the road surface developed by the United Sates Army Corps of Engineers and later standardized by American Society for Testing and Materials (ASTM). The PCI shows a numerical index ranging from 0 to 100, with 100 being a best roadway condition that is anticipated to support 20 years of use.

 

Public Works uses the PCI information to develop a 5-year plan which optimizes the use of available funds to assist in prioritizing road resurfacing projects. This is not an analysis that selects repairs based on “worst first.” Instead, it is based on repairs that provide the greatest efficiency per dollar spent. In many cases spending smaller amounts of money on maintenance towards roads that aren’t in bad shape can sometimes be much more effectively spent than a larger funding amount towards a road that has already failed.

 

The roads to be included in the project are as follows:

Bale Lane (0.70 miles) - All
Big Ranch Road (0.7 miles) - Oak Knoll Ave (east) to End
Lodi Lane (0.53 miles) - All
Silverado Trail (2.4 miles) - Zinfandel Lane to 6,000 feet south of the Caltrans SR 128
West Zinfandel Lane (0.56 miles) - All

On February 6, 2024, the Board approved project creation of Project 24021 for the "North County Crossroads Paving Project," RDS 24-08 which included rehabilitation of the following roads: Bale Lane, Bennet Lane, Dunaweal Lane, Larkmead Lane, Lodi Lane, Old Lawley Toll Road, and Silverado Trail form Larkmead Lane to Deerpark Road - Digouts/Crack Seal only. However, the construction of Bale, Bennet, and Lodi Lanes were removed from the project due to lack of funding. Bale and Lodi have now been included in this project.

On June 11, 2024, the Board approved project creation for the Measure T Solano Avenue and Big Ranch Road Pavement Repair Project, RDS 25-01 which included rehabilitation of the following roads: Solano Avenue, from Locust Avenue to Vineyard View Drive and Big Ranch Road from Oak Knoll Avenue (east) to the northern end. However, this project was deferred to coordinate maintenance of Solano Avenue with the ongoing construction of a hotel in the area. The section of Big Ranch Road, however, is now included in this project.

On June 25, 2024, the Board approved the project creation for the Deer Park Region and West Zinfandel paving project which included rehabilitation of the following roads: Deer Park Road, Sanitarium Road, Sunnyside Road, Glass Mountain Crossroad, and West Zinfandel Lane.  That project was planned for construction in 2025. However, during design coordination staff discovered that both Pacific Gas and Electric and the St. Helena Hospital have ongoing and scheduled utility underground projects in the area in 2025.  Therefore, the paving project was postponed until 2026, to allow completion of the underground work prior to paving. West Zinfandel is included in this proposed project as it has no known utility undergrounding project conflicts.

Bale, Lodi, and West Zinfandel were previously designed under the various other projects discussed above. Big Ranch Road and Silverado Trail from Zinfandel Lane to 6,000 feet south of the Caltrans SR 128 right of way have yet to be fully designed. Therefore, the proposed amendment #1 to Agreement 240426B is to include the design of those two roadways. Today’s requested actions will allow the design of Big Ranch Road and Silverado Trail to be completed as well as establish a new project to bid and construction of the various roadway segments that were previously deferred due to lack of available construction funding. The project is proposed to be constructed in the Summer of 2025.

Requested Actions:

1.                     Approve and authorize Amendment #1 to Agreement No. 240246B with G.H.D. INC. for an additional $45,090 for design and construction administration services; and

2.                     Approve a Budget Amendment for the following (4/5 votes required):

a.                     Increase Transfers Out appropriations by $50,000 in the Measure T Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220053, Account 56100) (M-T SRF) offset by use of its available fund balance to transfer to Project 25042; and

b.                     Creation of a new project for the “Bale, Big Ranch, Lodi, Silverado Trail, and West Zinfandel Paving Project,” RDS 25-06 (Fund 2040, Sub-Division 2040500, Project 25042) and increase appropriations for Engineer Services by $50,000 (Fund 2040, Sub-Division 2040500, Project 25042, Account 52145) offset by a transfer-in revenue from M-T SRF.
