BACKGROUND
Serenity Homes of Napa Valley operates the only certified recovery residence in Napa County and is well established in the community. There is an urgent and critical need for recovery housing, particularly for clients receiving treatment in the County’s substance use treatment system, as operated by the Health and Human Services Agency. Clients who are homeless or who cannot safely return to their home of origin due to active drug and alcohol use in the home, need a sober living environment while they are working on their recovery and participating in outpatient treatment or recovery support services.
Under this agreement, Serenity Homes of Napa Valley will provide Substance Use Disorder Recovery Residence beds for clients served within the County’s Drug Medi-Cal Organized Delivery System (DMC-ODS). Based on the County’s agreement to purchase these services, Serenity Homes of Napa Valley has agreed to secure a dedicated residence to house Napa County DMC-ODS clients and provide services.
This agreement will be funded for a total of two fiscal years using Substance Use Prevention Treatment Block Grant (SUBG) dollars.
Requested Actions:
1. Approve and authorize Agreement No. 250348B with Serenity Homes of Napa Valley for a contract maximum of $225,000 upon approval of the agreement through June 30, 2026 for the provision of recovery residential beds for clients served within Napa County's Drug Medi-Cal Organized Delivery System.
2. Approve a Budget Amendment in the amount of $75,000 within the Health and Human Services Agency (Fund 2000), with an increase to Behavioral Health Division (Subdivision 2000205) Client Provider Services (52430) of $75,000, offset with an increase to Behavioral Health Division (Subdivision 2000205) Federal Other for the Substance Use Block Grant (43890) of $75,000.

This agreement contains a provision for automatic annual renewal. Appropriations have been included in the approved Fiscal Year 2024-2025 budget and future fiscal years will be budgeted accordingly. |
Consequences if not approved: |
If not approved, clients discharging from County-funded residential substance use treatment would lack dedicated access to safe, sober and certified recovery housing in which to live while they participate in outpatient treatment to further their recovery from alcohol and/or drug addiction. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
