SUBJECT: Professional Services Agreement with ADKO Engineering for the Partrick Road Bridge Repair and Budget Transfer

Director of Public Works requests the following actions regarding the Partrick Road Bridge Repair project:
1. Approval of and authorization for the Chair to sign an agreement with ADKO Engineering Inc. (ADKO), for a maximum of $254,808 for the term July 1, 2022 through June 30, 2024 for the design; and
2. Approval of Budget Transfer for the following (4/5 vote required):
a. Increase appropriation by $289,808 in the Accumulated Capital Outlay (ACO) (Fund 3000, Org 3000000 with use of its available fund balance; and
b. Increase appropriations by $289,808 in Fund 2040, Org 2040500, Project R8020 budget offset by an increase in revenue from the transfer from the ACO.

EXECUTIVE SUMMARY
Partrick Road Bridge was damaged in the 2014 South Napa Earthquake and has since been out of service. A temporary bridge is handling traffic but will need to be removed and replaced in the near future. The County has been working with FEMA to develop an eligible repair and a repair method has been agreed on however FEMA is still reviewing it for environmental compliance. In parallel the County needs to start the design process with the goal of constructing the project in the 2023 construction season. An agreement with ADKO is now needed to complete the design.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable. CEQA for the project will be performed when a sufficient amount of design information is available.
BACKGROUND AND DISCUSSION
Partrick Road Bridge was initially constructed in the early 1900’s and later retrofitted in the 50’s. The 17 foot wide bridge served well until damaged in the 2014 South Napa Earthquake. After that event, the bridge was evaluated and it was determined that the compromised bridge had a reduced load capacity and a temporary solution was needed to allow for the safe passage of emergency vehicles and the public. Rock was placed to stabilize the wing walls and the guardrails were cutoff to make room for a temporary steel truss bridge that was later placed over the top of the damaged bridge. This temporary bridge does not set on a permanent foundation and although it has been working well, needs to be replaced. In addition to being susceptible to settlement, the temporary bridge could easily be displaced in another earthquake and operates under a higher stress level than a permanent bridge which in turn requires more frequent inspections. After completion of permanent repairs, the temporary bridge which was purchased by the County will be retained for future use such as another emergency.
The County along with Wreco Inc. started working with FEMA in 2014 to develop a repair that would be eligible for federal funding. After two appeals a FEMA panel ruled that the County needed to work with FEMA’s region 9 office to develop a scope of work that would restore the site to an equivalent pre-disaster design, function and capacity. This step has been completed and FEMA is now evaluating the project for environmental compliance prior to obligating funds for the project. In parallel the County needs to start the design process with the goal of constructing the project in the 2023 construction season as FEMA does not give time extensions for waiting on their approvals.
The proposed repair consists of concrete casted in drilled holes capped with a reinforced concrete beam/abutment that a steel truss bridge will set on. This 60 foot long bridge is 20 feet longer than the temporary bridge it will replace. The additional length will promote stability and also facilitate repairs with minimal road closure, although closure will be needed. The new bridge has a width of 18 feet which is 1 foot wider than the bridge damaged in the earthquake and approximately the same width as the existing roadway in the area. Although FEMA could have considered the extra width a betterment they did not because the prefabricated bridge is only available in certain standard sizes. County standards for newly constructed bridges is to have a 24 feet between the guardrails on the deck but increasing this dimension by 7 feet at the existing site would certainly be considered a betterment by FEMA and also make permitting and construction significantly more difficult and costly.
It is expected that FEMA and CalOES will obligate $1,029,853 to the project and $50,074 toward costs associated with the emergency work needed to install the temporary bridge. FEMA will not obligate any funding toward contingency prior to construction however an additional $137,534 is needed for construction and $41,942 for design contingency. If this contingency ends up being used to deliver the project, the County will later be able to request funding from FEMA and CalOES for 96% of it as part of the project closure process.
A budget transfer and entering into an agreement with ADKO is now needed to complete the design. After FEMA approves environmental and obligates the project, staff will return to the Board of Supervisors to request permission to advertise and again after bid results are received with a request for another budget transfer that will fund the project to completion.
ADKO Engineering Inc. is not a local vendor however they will use the services of a local geotechnical and survey firms.
