EXECUTIVE SUMMARY

Currently, Abode Services, Inc. leases the County-owned building located at 100 Hartle Court in Napa (South Napa Shelter) to operate an adult homeless shelter under contract with the Napa County Housing and Homeless Services Division. Approval of Amendment No. 1 to Lease Agreement No. 240166B will enable continued use of the South Napa Shelter to be coterminous with Services Agreement No. 210018B, and any amendments thereto, or successor agreements that provide the same or substantially similar services.

Approval of this amendment will allow Abode Services, Inc. to continue to utilize the South Napa Homeless Shelter to operate an adult homeless shelter on behalf of the Napa County Housing and Homeless Services Division.

No future fiscal impact from this amendment.

Consequences if not approved:

If Amendment No. 1 is not approved, Abode Services will not have adequate space to operate an adult homeless shelter.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION

Since 2017, Abode Services, Inc. has provided adult homeless shelter services to Napa County. Initially those services were provided under Napa County Service Agreement No. 170870B and now they are offered under Service Agreement No. 210018B. Abode Services, Inc. leases the South Napa Shelter located at 100 Hartle Court in Napa for the operation of the adult homeless shelter under Lease Agreement No. 240166B (formerly 8513) consistent with Service Agreement No. 170870B, which has now been superseded by Agreement No. 210018B.
Amendment No. 1 to Lease Agreement No. 240166B is needed for Abode Services, Inc. to continue to use the South Napa Shelter consistent with Service Agreement No. 210018B and any amendments thereto, or successor agreements that provide the same or substantially similar services.
