SUBJECT: Award the Construction Contract for the “Rossi Bridge Phase 2, RDS 25-25B, Project” and approve a Contract Amendment with Adko Engineering Inc., for the project.

BACKGROUND
The Rossi Road Crossing that bridges over Conn Creek failed in February of 2025. Phase 1 of this project which involved constructing the foundation for a new bridge was completed in December of 2025. Removal of an earthen impoundment which potentially contains naturally occurring asbestos and nickel from the creek, re-grading and installation of a new bridge are part of Phase 2 which was advertised beginning March 14, 2026. The crossing will be closed for about 6 weeks this summer while low weight local traffic is rerouted through a private roadway. After the bridge is placed and passable, crews will construct retaining walls, restore the impacted parts of the creek and reconstruct the roadway approaches to the bridge. Bids for Phase 2 were opened on April 2, 2026 with the following results:

The engineer's construction estimate was revised from $1,100,000 to $1,300,000 during the bidding phase to account for higher than normal off haul costs and increased bridge costs. Seven bids were received with the top two being very close. Staff recommend award to Cats4U, Inc. for their responsive total bid of $1,470,376. A 20% contingency is requested for any unforeseen items of work.
Cats4U, Inc. is not a local vendor; however, the Public Contract Code requires that the construction contract be awarded to the lowest responsible and responsive bidder regardless of whether the low bidder is local or not. Staff reached out to the local construction contractor community by advertising the request for bids in the Napa Valley Register and the Solano-Napa Builder's Exchange, and by posting on the County website. Staff also sent "Notices to Contractors" to the local construction community.
The total project budget with the addition of engineering design, construction management, project management, special inspection and contingency is $3,387,870. The majority of the additional funding needed for the Adko amendment is for environmental monitoring required for the work. Overall project costs are also higher than originally anticipated because of the asbestos and nickel found at the site, and escalation costs since the original estimate. When it adopted Resolution 2025-14, the Board authorized the Assistant CEO to move funds between February 2025 Storm repair projects and $850,000 will be moved from the Mount Veeder 1.2 (Project 25038) and $554,423 will be moved from the Redwood Road 2.3 (Project 25033) into this project (Project 25034) after this item is approved.
Requested Actions:
1. Award a construction contract for the “Rossi Bridge Phase 2 Project, RDS 25-25B” to Cats4U, Inc. for their low total bid of $1,470,376; and
2. Approve and authorize Amendment No. 2 to Agreement No. 250353B increasing the maximum compensation by $211,465 for a contract maximum of $766,843 with Adko Inc. for the Rossi Road Bridge project.

Additional Information |
The County has drafted a temporary access agreement with Rodgers Vineyard which will allow limited use by the residents who live beyond the damaged section of the road. As part of the agreement, the County will repair damage to the private road in exchange for its use during construction and in case of an emergency. The estimated cost for this access/maintenance through the life of the project is roughly $50,000. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed project is part of the February 14, emergency declaration by Napa County and statutorily exempt as defined by 14 California Code of Regulations 15269 A&B (State CEQA Guidelines) and therefore CEQA is not applicable.
