BACKGROUND
On June 4, 2024, the Board of Supervisors awarded a construction contract to Traffic Limited in the amount of $156,132 for striping maintenance of Napa County roads.
During the course of work, the County Roads department identified additional striping work that was necessary to complete to maintain roadway safety. The additional work consisted of striping Wragg Canyon Road and to extend the striping limits on Diamond Mountain Road from its intersection with South Fork Diamond Mountain Road to the Sonoma County line. The cost of the change order work was $33,000, which exceeds the percentages allowed by public contract code without governing body approval and therefore needs to be approved by the Board of Supervisors. Public Works staff has already directed the contractor to perform the required work to avoid costs associated with remobilization and to maintain roadway safety. Additionally, the change order work exceeds the project budget and will need additional funding from SB-1 Non-Operating Special Revenue Fund.
Requested action:
1. Approve and authorize Director of Public Works to sign a contract change order to the 2024 Road Striping Maintenance, RDS 24-11 construction contract with Traffic Limited for a maximum not to exceed amount of $33,000; and
2. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Transfers Out appropriations by $33,000 in the SB-1 Non-Operating Special Revenue Fund (SB-1 SRF) (Fund 2440, Sub-Division 1220052, Account 56100) offset by use of its available fund balance to transfer to Project 23031; and
b. Increase Construction Services appropriations by $33,000 in Project 23031 budget (Fund 2040, Sub-Division 2040500, Project 23031, Account 52360) offset by a transfer-in revenue from SB-1 SRF.
