BACKGROUND

The Probation Department requested and Human Resources agrees that a 1.0 FTE Probation Services Manager is needed to serve as a Compliance and Contract Oversight Manager to oversee the County’s contracted correctional medical services provider serving the Napa County Juvenile Hall, along with other significant state and federal funding and regulatory compliance programs and services.

In addition to contract oversight responsibilities, the County is implementing new healthcare financing and service delivery initiatives, including:

• Implementation of CalAIM (California Advancing and Innovating Medi-Cal) justice-involved initiatives

• Development and oversight of Medi-Cal billing infrastructure within the juvenile hall

• Compliance with new state and federal healthcare billing, auditing, and reporting requirements

These initiatives introduce complex financial, regulatory, and operational oversight responsibilities that do not exist within existing Probation staffing. The new Probation Services Manager will provide centralized oversight of:

• Probation Department contract compliance

• Performance monitoring and quality assurance

• CalAIM implementation and reporting

• Medi-Cal billing program development and oversight

• Coordination with the Department of Corrections, Health and Human Services Agency, Probation, and contracted medical providers

• Audit preparation and regulatory compliance monitoring

The increased cost in salary and benefits for the remainder of the fiscal year is approximately $17,000 and is fully offset through salary savings. Beginning July 1, 2026, the salary and benefits for this position will be fully offset by Providing Access and Transforming Health (PATH) Justice-Involved (JI) Grant funding for two fiscal years.

Additionally, Probation has requested to change the Probation Services Manager Classified Management position to an at-will, Non-Classified (Other) Management position. Incumbents appointed to the Probation Services Manager classification on or after May 9, 2026, will be considered at-will.  There is no fiscal impact for this change.


Requested Action:

Amend the Department Allocation List for the Probation Department by adding 1.0 FTE Probation Services Manager, effective May 9, 2026.

Amend Part I: Section 37-C3 of the Napa County Policy Manual, Management Compensation Plan - Non-Classified (Other), by adding Probation Services Manager filled on or after May 9, 2026, to Attachment 1, Part A, Section 2.

Discretionary Justification:

A Probation Services Manager is necessary to provide oversight for newly contracted services and centralize financial, regulatory, and operational oversight for the provision of these services within the juvenile hall.

Is the general fund affected?

No

Future fiscal impact:

The annual increase in salary and benefits is approximately $216,000 and is PATH JI Grant funded for at least two fiscal years and will be budgeted accordingly.

Consequences if not approved:

Lack of County oversight over newly contracted medical services.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
