RECOMMENDATION
title
Accept a Temporary Construction and Maintenance Easement on Assessor’s Parcel Number 027-310-036 from Tanguy and Karine Serra for the “Campbell Creek Bridge/Fish Passage Project”, RDS 22-01. (No Fiscal Impact; Discretionary)
body
BACKGROUND
The State Water Resource Control Board (SWRCB) Water Quality Order, Phase II requires that the County implement measures to reduce sediment loading into the Napa River from County owned facilities. A culvert on Campbell Creek which flows under Dry Creek Rd. near the Lokoya Fire Station was selected for replacement to help meet this requirement for reducing sediment loading and also improve fish passage and provide some local flooding reduction near the fire station.
On September 10, 2024, the Board approved the acceptance of a Culvert Aquatic Organism Passage (AOP) grant for this project which was enacted by the Federal Infrastructure Investment and Jobs Act (H.R. 3684) and administered by FHWA. On May 17, 2026, FHWA obligated $1,315,490 to the project however it cannot proceed until a temporary Construction and Maintenance Easement is received by the adjacent property owners which was voluntarily donated by them for this purpose on October 10, 2026. Staff expects to return to the Board for the approval of a budget transfer and amendment needed to complete final design and bid the project early next year.
