BACKGROUND

On June 4, 2024, the Board heard and approved Napa County HHSA staff recommendations for leveraging funding to support objectives of the Community Health Improvement Plan (CHIP), specifically approving the recommendations for Tobacco Master Settlement Agreement (MSA) grant awards. The CHIP is a 3-year plan that has been developed from data gathered from the Community Health Assessment (CHA) and Napa Older Adults Assessment (NOAA) processes. As an integrated agency administering social, public health, and behavioral health services and funding, HHSA strategically aligned three funding streams, Tobacco Master Settlement Agreement (MSA), Mental Health Services Act (MHSA), and Opioid Settlement Funds (OSF) to target the five priority areas identified in the CHIP: Access to Health Services, Housing, Race Equity and LGBTQ Inclusion, Economic Stability, and Behavioral Health. The MSA grant process evaluated and recommended projects aligned with the first four of these priority areas, and MHSA and OSF funds were directed to support the priority area of Behavioral Health. 

For the MSA grant process, the Board made $5M in MSA funds available over a 3-year period (FY 24/25 to FY 26/27). As was shared with the board on June 4, seven of the seventeen programs recommended for funding were already contracted for funding into FY 24/25 and/or FY 25/26 as part of previously awarded multi-year contracts. To ensure continued alignment with CHIP objectives and facilitate ongoing administration of the contracts, the allocated funding has been appropriately incorporated in new, 3-year contracts for these 7 organizations, and the prior contracts are recommended for termination. For this reason, the total amount across all 17 contracts is $5,755,990; $5M of which represents the new funding this Board made available for over the next three years, and $755,990 representing funding already awarded in prior multi-year contracts.

These contracts represent a unique and innovative approach regarding the allocation of MSA, MHSA, and OSF funding to operationalize CHIP objectives. As such, carefully developed logic models and performance measures have been incorporated into these contracts to measure outcomes and progress towards impacting this community’s needs expressed in the CHIP objectives.

 

Requested Actions:

Approve and authorize the following 36 MSA, MHSA, and OSF funded grant awards for terms from July 1, 2024 through June 30, 2027:

1. Terminate Agreement No. 230062B and replace it with Agreement No. 250079B with Providence Community Health Foundation Napa Valley (formerly Collabria Care) for a maximum of $513,664 for the Napa County Information and Assistance Program;

2. Agreement No. 250080B with Community Action of Napa Valley (CANV) for a maximum of $300,000 for the Food Bank and Meals on Wheels;

3. Agreement No. 250081B with Community Resources for Children for a maximum of $454,830 for Delivering Economic Stability for Childcare Providers;

4. Agreement No. 250082B with Downtown Napa Farmers Market for a maximum of $244,238 for Nourishing Connections: Napa County Food Security Coalition Local Food Systems Initiative;

5. Agreement No. 250083B with Feeding It Forward for a maximum of $460,985 for Fighting Food Insecurity through Food Recovery;

6. Agreement No. 250084B with Greater Napa Valley Fair Housing for $237,500 for Displacement and Homelessness Prevention;

Revenue and expenses from the National Tobacco Master Settlement Agreement are budgeted within the General Fund - Tobacco Settlement subdivision. Opioid Settlement Funds and Mental Health Services Act are budgeted within the Health and Human Services Agency fund.

Is it Mandatory or Discretionary?

Discretionary

Discretionary Justification:

Approval of the requested action is discretionary because there is no mandate to award contracts to these specific entities; however, the County is under contract with the State to fulfill the requirements of the MHSA Prevention and Early Intervention and Community Services and Supports components. Services to be provided through these agreements are consistent with those requirements. For OSF funds the award of these funds to community providers is in accordance with the State’s Department of Health Care Services’ requirements as the oversight and monitoring entity for these funds.

Future fiscal impact:

Appropriations have been included in the approved Fiscal Year 2024-2025 budget and future fiscal years will be appropriated accordingly.

Consequences if not approved:

If the Board does not approve the recommended contracts funds will not be distributed to organizations to operationalize CHIP objectives.

ENVIRONMENTAL DETERMINATION: The proposed action is not subject to the California Environmental Quality Act pursuant to State CEQA Guidelines section 15060(c)(2), as activities that will not result in a direct or a reasonably foreseeable indirect physical change in the environment.
