Director of Public Works requests authorization for the Chair to sign a Quitclaim Deed releasing the County’s interest in and to Parrett Field (College Airport) as specified in the Recordable Memorandum of Agreement that terminated in March 2010.

EXECUTIVE SUMMARY
On August 19, 2008, the County entered into a Memorandum of Understanding (Agreement No. 7115-2) (MOU) for the purpose of working with Pacific Union College to determine the feasibility of the County potentially owning and/or operating the College Airport. Effective March 31, 2010 the agreement terminated per its terms. The approval and recordation of this Quitclaim Deed is requested by Placer Title Company to clarify that the MOU is no longer in effect.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
Agreement 7115-2 was entered into in August, 2008 so that the County and Pacific Union College could work together to complete a Master Plan Feasibility and Alternate Selection Study to determine the feasibility of the County potentially owning and/or operating the College Airport. Ultimately the County choose not to move forward with any purchase or operating plan for the airport. The agreement self-terminated in March 2010 per its terms and no renewal was made.
Today’s action authorizes the Chair to sign the Quitclaim Deed required for recordation as requested by Placer Title Company on behalf of Pacific Union College to provide for a “clear title” for the parcels.
