Appointment of members of the Board of Supervisors to the Metropolitan Transportation Commission (MTC), Napa Valley Transportation Authority (NVTA), MCE Clean Energy Board of Directors, and the Napa County Drought and Water Shortage Task Force (DWSTF). (No Fiscal Impact)

BACKGROUND

At the January 7, 2025 Board of Supervisors meeting, the Board made its annual Board, Committee, and Commission appointments except for the following:

 

MTC - The Napa County City Selection Committee (NCCSC) is tasked with voting on and providing the Board of Supervisors a list of three nominees from which to appoint one Member per the MTC Act of 1970, Government Code sections 66503 and 66504. The NCCSC met on January 21, 2025 and voted unanimously to submit the names of Bernie Narvaez, Liz Alessio, and Amber Manfree as the nominees in no particular order.

 

NVTA - The Member and Alternate appointments were not made pending the appointment of the MTC Member, who will hold one of the two NVTA Member positions.

 

MCE - A previous practice that was followed had the current Chair of the NCCSC hold the position of Alternate, which was ratified by the NCCSC during their first meeting of the calendar year. However, upon further research, the NCCSC does not have jurisdiction to recommend or ratify appointments to the MCE Board of Directors, and per the Marin Energy Authority Joint Powers Agreement, “The person appointed and designated as the Director or the Alternate Director shall be a member of the governing body of the Party,” the party being Napa County.

 

DWSTF - The DWSTF met on December 17, 2024 and reconfigured its membership and begun recruitments for new Members, one of which is a Member of the Board of Supervisors. This position has been added to the Board’s worksheet and description documents and will require a Supervisor to fill the Member seat.


 

 

Requested Actions:

1.                     Appoint one Board member as the Member to the Metropolitan Transportation Commission (MTC);

2.                     Appoint two Board members, one of which who is the MTC representative, as Members, and two Alternates to the Napa Valley Transportation Authority (NVTA);

3.                     Appoint one Board member as the Alternate to the MCE Clean Energy Board of Directors; and

4.                     Appoint one Board member as the Member to the Napa County Drought and Water Shortage Task Force (DWSTF).
