body

BACKGROUND

The Fiscal Year 2026 - 2027 recommended Budget included $1,500,000 for one Pierce Enforcer Heavy Duty Rescue apparatus.  The County Fire Department requests authorization to purchase this apparatus from Golden State Fire Apparatus/Skeeter Emergency Vehicles without securing competitive bids.  The apparatus will replace County Unit Number 8140 (Asset No. 27444).

The Department has established Pierce brand engines as standard firefighting equipment.  The engines have proven to be more reliable and less expensive to maintain than other manufacturers’ engines.  Service records indicate that these apparatus have fewer maintenance problems and, consequently, fewer out-of-service hours and maintenance costs.  Standardizing equipment enables the Department to standardize the training to increase efficiencies during emergency operations and standardize maintenance software and required equipment.

This request will also authorize Capital Asset No. 27444, a North Star Rescue Vehicle to be declared surplus and sold at public auction.  The vehicle has outlived its useful life, has been removed from service, and is no longer required for public use.  California Government Code section 25363 authorizes the Board of Supervisors, upon four-fifths vote, to sell at public auction and convey to the highest bidder for cash, any property belonging to the County and not required for public use.

Requested Actions:
1.  Approve a waiver of the competitive bidding requirement and provided a sole source award to Golden State Fire Apparatus for the purchase of a new Pierce Enforcer Heavy Duty Rescue apparatus in the amount of $1,500,000 pursuant to Napa County Code section 2.36.090 due to technical compatibility requirements;
2.  Authorize the Assistant CEO to sign the proposal; and
3.  Authorize the Auditor-Controller to remove the surplus vehicle from the Capital Asset Listings; and
4.  Authorize the sale of surplus vehicle Capital Asset No. 27444 at public auction. (4/5 vote required)
