Approve and authorize Agreement No. 260003B with Los Carneros Investigative Services to perform polygraph examinations to assist in monitoring and treating offenders. (Fiscal impact: $12,000 Expense; General Fund; Budgeted; Discretionary).

BACKGROUND
Los Carneros Investigative Services performs different types of polygraph examinations including Post-Conviction Sex Offender Testing (PSCOT). There are four types of examinations used in PSCOT: Maintenance, Sexual History, Instant Offense and Monitoring. The sexual history test obtains information from the offender about their lifetime history involving sexual offending and other deviant sexual behaviors. Information from these types of tests assists both treatment and supervision in developing supervision and treatment plans to provide them with information to identify how supervision can best supervise the offender and will also improve quality in treatment. Maintenance examinations assess the offender’s compliance with their supervision and treatment terms. The offender is asked questions about their behaviors which cover a specific period, up to one year. Instant Offense examinations are administered when the offender is in denial about allegations in the instant offense. Treatment requires the offender to take responsibility for their past sexual behaviors. Monitoring examinations can be administered to the offender if there is information that the offender is engaging in risky behavior that may cause the offender to re-offend.

Requested Action:
Approve and authorize agreement No. 260003B with Los Carneros Investigative Services for the term July 1, 2025, through June 30, 2026 with two (2) automatic annual renewals, not to exceed $12,000 each fiscal year.

Probation is not able to have a complete assessment of an offender’s deviant behaviors to provide specialized supervision, treatment and collaboration to reduce the risk of re-offending. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California
Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
