Reappointment of City of American Canyon Mayor Leon Garcia as the Representative and City of St. Helena Council Member Anna Chouteau as the Alternate to the Executive Board of the Association of Bay Area Governments (ABAG) with the terms of office to commence July 1, 2024 and ending on June 30, 2026 contingent upon their continuous service in their respective local elected offices.

BACKGROUND AND DISCUSSION

The Association of Bay Area Governments (ABAG) was established in 1961 and is the oldest Council of Governments in California. ABAG is the designated regional planning agency for the San Francisco Bay Area and its members include all nine counties and 101 cities in the region. Representatives and Alternates from member cities within each county are appointed by that county's conference of mayors.

The current ABAG Executive Board Representative is Mayor Leon Garcia from the City of American Canyon. 

The current ABAG Executive Board Alternate is Council Member Anna Chouteau from the City of St. Helena.

The new ABAG Executive Board Terms of Office for the Representative and the Alternate expire on June 30, 2024. The Executive Board terms are contingent upon continuous service of the appointed Representative and Alternate in their respective local elected offices. Mayor Garcia was reappointed as the ABAG Representative by the City of American Canyon City Council on December 19, 2023. Council Member Chouteau was reappointed as the ABAG Alternate by the City of St. Helena City Council on February 27, 2024.

The ABAG Executive Board regularly meets six times a year, bi-monthly, on the third Thursday of the month at 5:30 p.m. Meetings are held remotely, and an in-person option is available at the Bay Area Metro Center, 375 Beale Street, San Francisco. Representatives and Alternates substituting for Representatives receive a per diem of $150 for each meeting attended.

In compliance with FPPC regulation 18705.5 (c)(3) Form 806 is posted on the Napa County website. This action eliminates the need for the individuals who are to be appointed to the Association of Bay Area Governments (ABAG) to refrain from voting on the appointment. The Form 806 will be updated at the commencement of the new terms.


Recommended Action:

Reappointment of City of American Canyon Mayor Leon Garcia as the Representative and City of St. Helena Council Member Anna Chouteau as the Alternate to the Executive Board of the Association of Bay Area Governments (ABAG) with the terms of office to commence July 1, 2024 for two year terms with an expiration date of June 30, 2026 contingent upon their continuous service in their respective local elected offices.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
