BACKGROUND

Napa County Sheriff’s Office Explosives Ordinance Disposal (EOD) Team, or “Bomb Squad”, responds to calls for service related to suspicious packages, unexploded ordinance, improvised explosive devices, homemade devices and labs throughout Napa County.  In addition, the Bomb Squad provides EOD services to neighboring Lake and Solano Counties.  The Bomb Squad is comprised of four federally trained and certified bomb technicians.

The Bomb Squad program is in a constant state of evaluation and improvement to better suit the mission and adapt to the dynamic environment of law enforcement.  EOD teams across the country have experienced an increase in operational tempo with rising public safety concerns.  The Federal Bureau of Investigation (FBI) and National Bomb Squad Advisory Board (NBSCAB) mandate particular tools and equipment to ensure the safety of bomb technicians and the public.  One mandated tool is a portable X-ray system.

The Napa County Sheriff’s Office Bomb Squad currently uses three X-ray generator devices that are more than 10 years old, exceeding their useful life.  They have become too costly to repair and are unserviceable.  Explosive devices have become increasingly more intricate and are continually evolving, so a replacement X-ray generator is needed to render such devices safe.  After researching the compatibility with current X-ray equipment, the Golden Engineering XR-200 X-ray generator was chosen as a best fit for the Sheriff’s Bomb Squad.

The Golden Engineering XR200 X-ray generator is a battery operated robust single package design that is built to withstand the extreme environments that field portable X-ray generators commonly encounter, allowing it to be easily deployed in any circumstance.  It operates at 25 pulses per second, making it the fastest of all Golden Engineering models.  In addition, this device is specifically compatible with the Bomb Squad’s existing equipment. 

Requested Actions:

1.                     Authorize the purchase of a Golden Engineering XR200 X-Ray generator and establish it as a capital asset in the amount of $6500.

2.                     Approve a Budget Amendment in Sheriff’s Operations budget Equipment expense (Fund 1000, Org 1360000, Obj 55400) increasing appropriations by $6,500 offset by a decrease in appropriations of the same budget by $6,500 from Law Enforcement Supplies (Obj 53620). (4/5 vote required)

Consequences if not approved:

If not approved, Sheriff’s Office would not purchase a new X-ray generator, which is an essential tool to effectively handle potential explosive related matters.  The NBSCAB mandates the use of X-ray equipment to ensure the safety of Bomb technicians and the public.  Without an X-ray generator the Bomb Squad’s and the public’s safety would be compromised.

 

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
