BACKGROUND
NorthNet Library System (NLS), which exists through a Joint Powers Agreement and that we are a member of, allows us to receive state and federal grants pursuant to the California Library Services Act (CLSA). NLS' role is to help "establish, improve and extend library services, held by its members, and those powers designated in Government Code section 6508."
Napa County Library has expanded its collection to include various subscriptions and electronic resources for patron use, one of which is Link+. LINK+ is a catalog of more than 4.5 million unique titles available from more than 55 academic and public libraries across California. NLS has entered into an agreement with Innovative Interfaces Incorporated (“Innovative Interfaces Inc.”), a division of Clarivate, for the INN-Reach Link+ resource sharing system on behalf of NLS member libraries. NLS is both the broker and facilitator, for which the library agrees to reimburse NLS for LIBRARY’s share of its costs under the Link+ Agreement and administrative costs.
Requested Action:
Approval of and authorization to sign Agreement No. 250005B with NorthNet for a 5-year term, with a maximum of $89,842 for the duration of the agreement.

If this agreement is not approved, the Library will have to purchase the subscriptions from the vendor directly, often at a higher cost. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California
Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
