BACKGROUND

Napa County’s Medical Emergency Care Committee (EMCC) was established by the Napa County Board of Supervisors to perform the functions set forth in (1) below as authorized in Sections 1797.270 through 1797.276 of the California (CA) Health and Safety Code (HSC) relating to the provision of ambulance services, emergency medical care, and training programs in Cardiopulmonary resuscitation (CPR) and lifesaving first aid techniques within Napa County.

1. The EMCC shall perform the following functions:

a. Review, at least annually, the following:

i. The operation of ambulance services operating within Napa County;

ii. Emergency medical care offered within Napa County, including training in Cardiopulmonary

resuscitation (CPR);

iii. Public Access Defibrillation (PAD); and

iv. First aid practices.

b. Report to State EMS Authority, local EMS Agency, and the Board, at least annually, the observations and recommendations of the EMCC resulting from the EMCC's activities listed in (1) above.

c. Act in an advisory capacity to the Board and the local EMS Agency on all matters related to emergency medical services as directed and requested by the Board from time to time.

Local EMS Annual Update

On July 1, 2025, the Public Health (PH) Division of Napa County’s Health and Human Services Agency (HHSA) completed its fourteenth year as an independent County run, Local Emergency Medical Services Agency (LEMSA).

Among the most significant highlights from the last year are:

1.                     Successfully negotiated and executed the renewal of the Emergency Ambulance Services Agreement between Napa County and American Medical Response - West, extending the County’s existing ambulance service contract through December 31, 2031.

2.                     Partnered successfully with Napa County OES and regional EMS system stakeholders to design, coordinate, and deliver a large-scale full-scale multi-incident exercise.

3.                     Successfully completed the fourth annual Napa County EMS Symposium in partnership with American Medical Response (AMR), providing continuing EMS education and training to more than 100 participants from across the United States.

4.                     Collaborated successfully with Napa County allied agencies to develop innovative strategies for planning and evaluating behavioral health 911 response models, helping establish the foundation for a statewide behavioral health emergency response strategy.
