body
BACKGROUND
Napa County Office of Emergency Services issued a Request for Proposal (RFP) to engage a consultant for a Multi-Jurisdictional Hazard Mitigation Plan (MJHMP) Update. This is after the Napa County OES was notified of its award through the federally funded Hazard Mitigation Grant Program (HMGP). The Board of Supervisors previously approved and accepted the grant funds on September 26, 2023. Local or Multi-Jurisdictional Hazard Mitigation Plans are to be updated and sent to Cal OES and FEMA for approval every five years to be able to apply for and accept federal funding. The Napa County Multi-Jurisdictional Hazard Mitigation Plan was last updated and approved by FEMA in August 2020. This plan update is to coincide with the five-year process and will be developed, reviewed, and completed by August of 2025. Napa County OES has engaged each jurisdiction and various special districts that were included in the last update. Napa County is adding new jurisdictions to its hazard mitigation plan to collaborate and create cohesiveness in our county-wide planning efforts. The following jurisdictions have provided letters of interest to be included, City of American Canyon, American Canyon Fire Protection District, Napa County Flood Control, City of Napa, Howell Mountain Mutual Water Company, Napa County Office of Education, Napa Valley College, Town of Yountville, City of St. Helena, and City of Calistoga.
Today’s requested action is for the approval of an agreement with Dynamic Planning LLC for a maximum amount of $186,955 for the term of January 23, 2024, through June 30, 2025, with an automatic renewal provision of two additional year for a Multi-Jurisdictional Hazard Mitigation Plan Update.
