Adopt a Resolution to amend the Table and Index of Classes to add a new Institutional Services Supervisor classification and delete the Food-Laundry Services Supervisor and Food Services Coordinator classifications; and amend the Departmental Allocation List for the Napa County Department of Corrections by adding a 1.0 FTE Institutional Services Supervisor and deleting a 1.0 FTE Food-Laundry Services Supervisor, and the Probation Department by adding a 1.0 FTE Institutional Services Supervisor and deleting a 1.0 FTE Food Services Coordinator, effective March 25, 2025, with no net increase in full-time equivalents. (Fiscal Impact: $7,600 Expense; General Fund; Budgeted; Discretionary)
body
BACKGROUND
Currently, the Food Services Coordinator classification in the Juvenile Hall kitchen is not a supervisory classification. The kitchen is directly managed by the Chief Deputy Probation Officer. To meet audit requirements set by the Board of State and Community Corrections (BSCC), and to streamline efficiencies inside the kitchen, the Chief Probation Officer requested deleting the Food Services Coordinator classification, and adding a supervisory level allocation.
Human Resources reviewed the Probation Department’s request for a Food-Laundry Services Supervisor position to replace the Food Services Coordinator, and determined that an update was needed since the classification was created to meet the Napa County Department of Corrections needs. Human Resources, Probation, and Corrections agreed on a title change from Food-Laundry Services Supervisor to Institutional Services Supervisor as well as edits to the classification to allow for dual department usage. As the Public Service Supervisory Unit’s representative, SEIU was notified and given the opportunity to meet and confer on the changes to the Food-Laundry Services Supervisor classification specification, which fulfilled the County’s labor obligation.
The Probation Department has adequate and available budget to cover the increased cost of salary and benefits associated with deleting a Food Services Coordinator and adding an Institutional Services Supervisor for the remainder of the fiscal year. There is no associated cost for Corrections as it is a title change only.
A subsequent promotional recruitment and selection process will occur to identify the most qualified candidate to fill the supervisory allocation in Juvenile Hall.
Requested Actions:
1. Adopt a Resolution to amend the Table & Index of Classes and amend the Departmental Allocation List for the Probation Department by adding a 1.0 FTE Institutional Services Supervisor and deleting a 1.0 FTE Food Services Coordinator, and for the Napa County Department of Corrections, by adding a 1.0 FTE Institutional Services Supervisor and deleting a 1.0 FTE Food-Laundry Services Supervisor, effective March 25, 2025.
