EXECUTIVE SUMMARY

If approved, this request adds one 1.0 FTE Administrative Secretary I within the Housing and Homeless Services Division of the County Executive Office to provide advanced administrative support, and one 1.0 FTE Staff Services Manager to oversee programs and staff related to the 2024 Bay Area Housing Finance Authority (BAHFA) Bond.

Future fiscal impact:

The increased cost of salary and benefits for the requested action is approximately $170,246 for the remainder of the 2023-2024 Fiscal Year.  The increased annual cost of salary and benefits for the requested action is approximately $282,384.

Consequences if not approved:

If not approved, administrative tasks will continue to be assigned to senior level and management staff.  Additionally, the Housing and Homeless Services Division will be without the proper classification to oversee and implement programs related to the 2024 BAHFA Bond.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION

In July of 2023, the Board of Supervisors directed the Director of Housing and Homeless Services to recommend a staffing solution to support the 12-month planning effort tied to the 2024 Bay Area Housing Finance Authority (BAHFA) Housing Bond requirements. More specifically, the Board directed staff to ensure the County is prepared to quickly deploy Housing Bond funds following the expected passage.  This request addresses the Board’s direction and provides a staffing solution that will streamline the implementation of County programs tied to BAHFA Fund requirements.

If approved, the requested Administrative Secretary I will provide critical administrative support to all subdivisions within the Housing and Homeless Services Division of the County Executive Office.  This will create increased bandwidth at senior levels of management by off-loading many administrative tasks and creates a dedicated focus on meeting the BAHFA Housing Bond requirements. The requested Staff Services Manager will create the needed organizational capacity to supervise and support existing staff in the preparation and implementation of BAHFA programs.
