BACKGROUND
Prior to the adoption or release of domestic animals in the custody of the Animal Shelter, animals are to be examined, spayed or neutered, micro-chipped and vaccinated. The Animal Shelter also provides no-cost spay/neuter vouchers to County residents to have domestic animals spayed or neutered and vaccinated as an animal health and population control measure. On average, the Animal Shelter funds a combined total of over 1,200 spay/neuter surgeries annually for dogs, cats, and rabbits. Spay and neuter services have been shown to be effective for population control, lead to a longer and healthier life for animals, and can result in a generally better-behaved animal.
Humane Society of Napa County (Napa Humane) has a longstanding history of providing low-cost spay, neuter and other veterinary services for the Animal Shelter and community. They are the only large-scale, reliable low-cost spay/neuter clinic in Napa County. Through their fundraising efforts as a registered non-profit, they are able to offer service rates below cost, helping them to meet their mission of promoting the welfare of companion animals. The Animal Shelter utilizes the services of Napa Humane for low-cost spay/neuter, for in-Shelter veterinary assistance, and for behavior assessment and training services.
There has been a significant increase in the number of animals in the care of the Animal Shelter, 32% between 2022 and 2025, and an 18% increase during the first six months of FY26 when compared to the first six months of FY25. A large portion of the increase between FY25 and FY26 is related to the number of kittens coming into the Animal Shelter. Overall, in terms of animal welfare and population management, this is a good thing. However, it also results in an increased need for the services of Napa Humane for spay/neuter services and for in-Shelter veterinary assistance related to common kitten ailments such as ringworm. As a result, an amendment to Agreement No. 170684B is needed to increase annual compensation to ensure that low-cost spay/neuter services continue to be available to the Animal Shelter.
Recommended Action: Approve and authorize Amendment No. 5 to Agreement No. 170684B with Napa Humane to increase the annual contract amount by $100,000 for a new maximum of $330,000 per fiscal year.
