body

BACKGROUND

The Napa Library has sought a consultant to work on a library space planning project. The project addressed the space planning needs of the Children’s Services and Literacy staff. The current conference room has been converted to an office space for the Children’s services staff to collectively be located on the first floor of the library, near the public areas. This change requires a replacement conference room for the Literacy center to be utilized by tutors, students, and staff. The library currently has more than 100 active tutor/student pairs, many of them meeting at the library on a regular basis.

Requested Actions:
1. Authorize the purchase of a Modular Conference Room for a dedicated private meeting space for the literacy departments staff, tutors, and learners; and
2. Approve a Budget Amendment for the purchase of a capital asset in the amount of $32,750 within the Library (Fund 2020) Napa Main Library Department (Subdivision 2020001) offset by a reduction in Maintenance - Building & Improvements.

FISCAL & STRATEGIC PLAN IMPACT

Is there a Fiscal Impact?

Yes

Is it currently budgeted?

No

Is it Mandatory or Discretionary?

Discretionary

Discretionary Justification:

The library literacy center needs to have a private meeting space for staff, tutors, and learners. There is currently no dedicated space for educational sessions to be held by literacy staff.

Is the general fund affected?

No

Future fiscal impact:

The new workspace will be recorded as a capital asset with no anticipated future cost for the unit. The Napa library will be using savings from appropriations established for Maintenance - Building & Improvements previously approved for a project that will no longer occur in the current fiscal year.

Consequences if not approved:

If not approved, the literacy center will not have a dedicated private meeting space for tutors, students, and staff.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
