BACKGROUND

On February 28, 2023, the Board of Supervisors (Board) approved an Agreement with Geocon Consultants, Inc. (Geocon) for geotechnical investigation, testing and special inspection services for the Napa County Replacement Detention Facility project, PW 20-100.  The original scope of work for the Agreement was based on Geocon’s assessment of the plans and assumptions of how construction would proceed. 
On April 9, 2024, the Board approved Amendment No. 1 to the agreement adding testing requirements from the State to meet fire and life safety regulations that were needed, but not originally anticipated in the original scope of work and increased the total compensation for the services.  The resulting additional work and compensation added $321,125 to the agreement for a total amount of $691,350.
The project is in the final stages of construction and the additional compensation is needed to complete the testing and inspections for final project approval.  The original agreement amount and additional amount from Amendment No. 1 were based on estimated hours to perform the work.  Now, the project is in the final stage of construction and Geocon is estimating that and additional $76,070 is needed to complete the testing and inspection services and brings the maximum compensation for the agreement to $767,420.  County staff has discussed the remaining work required with their construction management consultant and agree that the estimate is both needed and an accurate estimation of the remaining work.  Funding for Amendment No. 2 is accounted for in the overall project budget and no additional funding requests are required at this time.
Requested action:
Approve and authorize Amendment No. 2 to Agreement No. 220333B with Geocon Consultants, Inc. to increase the maximum compensation by $76,070 for a new maximum amount of $767,420 to complete the testing and special inspection services.

Inspections are required to complete the jail facility for it to meet State requirements prior to occupancy.

Required inspections will not be completed delaying project construction completion.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: A Final EIR was prepared and certified by the Board of Supervisors on February 11, 2014 for the Napa County Jail Project (SCH#2013012072). There have been no substantial changes to the Project or new information of substantial importance within the meaning of CEQA Guidelines section 15162 that would warrant additional environmental review in connection with this action.
