EXECUTIVE SUMMARY

Today’s requested action is for approval of Amendment No. 1 to Agreement No. 220084B with Global Stabilization, LLC. The County, in conjunction with Global Stabilization, has recently completed paving on Olive Hill Lane, Mt. George Ave., West Zinfandel Lane, and Finnell Road.  Based on recommendations from our Geotechnical engineer, staff has determined the addition of a fog seal over the new pavement will add several year’s life to the pavement.  This amendment will increase the contract maximum to allow for Global Stabilization staff to apply 353,860 square feet of EBS RA topical application to these projects.

Costs will be incurred in Roads Operations sub-division 2040000 but will be reimbursed from the PG&E Settlement Funds for Roads.  This cost is within the approved project budget.

The application of a topical solution to ambient temperature asphalt is needed for a currently scheduled Road’s project.

If this item is not approved, these roads will not benefit from the addition of a fog seal.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Categorical Exemption Class 1: It has been determined that this type of project does not have a significant effect on the environment and is exempt from the California Environmental Quality Act. [See Class 1 (“Existing Facilities”) which may be found in the guidelines for the implementation of the California Environmental Quality Act at 14 CCR §15301; see also Napa County’s Local Procedures for Implementing the California Environmental Quality Act, Appendix B.]

 

BACKGROUND AND DISCUSSION

Global Stabilization, LLC., is a distributor of environmentally sensitive road building products focused on road
and aggregate stabilization, dust abatement, erosion control, and prime coat alternatives. The company is
comprised of road professionals who assist companies and organizations performing maintenance and
construction.

On July 20, 2021, the Board approved Agreement No. 220084B with Global Stabilization, LLC,
for a maximum of $282,900, for the term of August 1, 2021 to December 31, 2021, for the rental of a pug mill machine and professional operator, and the purchase of EarthBind liquid solution for the crushing and mixing of ambient temperature asphalt for paving maintenance work on Mt. George and Olive Hill Lane roads. Global Stabilization was selected due to their ability to combine the county’s crushed stock pile of recycled asphalt with their proprietary product in the companies’ “pug mill” to produce ambient temperature asphalt. Once the ambient temperature asphalt is produced, the Napa County Roads crew transport (with the addition of 2 hired transfer trucks) the material from the road yard on Silverado Trail and place the material on both Olive Hill and Mt. George roads 2” thick in order to create a full width/ full length overlay. Since starting the project, it has been determined by the Road’s Superintendent that there is a need for Global Stabilization to apply a topical application (a Fog Seal) in order to properly complete the project.
