BACKGROUND
The Probation Department oversees a 24/7 secure Juvenile Justice Center facility, constructed in 2005, with a 50-youth capacity that consistently operates below capacity. The building requires significant maintenance due to roof leaks and aging infrastructure, including mechanical, electrical, and HVAC systems. Planned maintenance includes replacing the roof, photovoltaic system, and HVAC units, as well as evaluating exterior paint and sealants.
On February 4, 2025, the Board authorized the establishment of the Juvenile Justice Center (JJC) Building Maintenance Project (PW 25-12) and approved a professional services agreement with Nacht & Lewis Architects, Inc. to perform site investigation and preliminary design services. Nacht & Lewis, selected in 2022 under the County’s 2022-2027 On-Call Architectural Services program, has since completed the authorized scope of work.
The investigations determined that replacement of the roof, photovoltaic system, and HVAC units, as well as refurbishment of exterior seals and repainting of the facility, are required. Based upon these findings, Nacht & Lewis prepared preliminary construction documents and cost estimates. The total estimated project cost, inclusive of all soft costs and a 20 percent construction contingency, is $7,446,388. Should the recommended actions be approved, the next phase will include the preparation of detailed construction plans and specifications. Staff will subsequently return to the Board for approval of the final plans and authorization to solicit bids.
Approval of Amendment No. 1 in the amount of $290,030 will authorize Nacht & Lewis to prepare detailed construction documents, provide bidding assistance, and deliver construction support services throughout the construction phase. In addition, staff is requesting an allocation of $30,000 to support County project management activities through completion of the construction document phase.
Requested Actions:
1. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Intrafund Transfers Out appropriations by $320,030 in the Capital Improvements Project Fund (Fund 3000, Sub-Division 3000000, Account 57900) offset by use of its available fund balance to transfer to Project 25019; and
b. Increase Engineer Services appropriations by $320,030 (Fund 3000, Sub-Division 3000503, Project 25019, Account 52145) offset by a transfer-in revenue from CIP Fund.
2. Approve and authorize Amendment No. 1 to Agreement No. 250299B with Nacht & Lewis Architects, Inc. for $290,030 to increase the maximum not to exceed amount from $149,600 to $439,630 to provide detailed construction plans, bidding assistance, and construction support services for the JJC Building Maintenance Project, PW 25-12.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by California Code of Regulations, title 14, section 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
