BACKGROUND

The Agricultural Commissioner’s Office conducts continuing education classes on a variety of pesticide safety and exotic pest topics to both the English & Spanish-speaking agricultural workforce. The office utilizes the expertise of Soluna Outreach Solutions to translate the various documents and presentations used during the continuing education classes as well as outreach material and reports, specifically the annual Crop Report. 

The Agricultural Commissioner has been utilizing the translation services provided by Soluna Outreach since December 2020. Due to the aggregate years that Napa County has been contracting with Soluna Outreach Solutions for, this agreement must be approved by the BOS.

Discretionary Justification:

The office does not have any tier-two bilingual staff to translate documents for Spanish speakers. Spanish language material is vital for the success of outreach and education of the agricultural workforce.

Is the general fund affected?

Yes

Future fiscal impact:

This is an annual agreement that will auto-renew for the next four fiscal years. The department will continue to budget for translation services.

Consequences if not approved:

If this agreement is not approved, we would not be able to reach all of the agricultural workers with important State mandated regulation changes or continuing education.

 

 

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
