BACKGROUND
Government Code section 23013 authorizes the County Board of Supervisors to establish a local department of corrections to be headed by a Board appointed officer. In 1975, Napa County created the Napa County Department of Corrections, officially separating jail operations from the Napa County Sheriff’s Office. Napa County Code section 2.08.040 (c) (e) (f) provides that the Chief Executive Officer shall recommend qualified candidates to fill vacant appointed department head positions for the Board of Supervisors’ consideration and appointment. Pursuant to both the Government Code section 23013 and Napa County Code section 2.08.040 (c) (e) (f), the Board of Supervisors is required to appoint the Napa County Director of Corrections who serves at the pleasure of the Board. Further, Government Code section 54953(d)(3) requires an oral report of a recommendation for a final action on the salary and fringe benefits of a department head during the open meeting in which the final action is to be taken.
Alexander Alarcon (Alarcon) began full-time employment with Napa County in May 2008 as the Assistant Juvenile Hall Superintendent. In May of 2020 he was promoted to Assistant Director of Corrections. In September 2025, former Director of Corrections, Dina Jose retired and Alarcon began serving as interim Director of Corrections. The Chief Executive Officer and Chief Human Resources Officer recommend that the Board appoint Alarcon as Napa County’s new Director of Corrections, effective July 28, 2026, and the Chief Human Resources Officer will report to the Board and the public a summary of the recommended salary and fringe benefits for the Director of Corrections.

Accept an oral summary and adopt a resolution appointing Alexander Alarcon as the Napa County Department of Corrections, Director of Corrections, effective July 28, 2026, to serve at the will of the Board of Supervisors.
