BACKGROUND
In May of 1968, the County and the Regents of the University of California established the Cooperative Agricultural Extension Service which is now known as the UC Cooperative Extension. These services allow the County to benefit from academic advisors in specialized areas of agriculture and natural resources along with educational programs including 4-H and Master Gardener.
Recently, shifts at the University of California have prompted the UC Cooperative Extension to evaluate its own staffing structure. This evaluation led to a request for multiple positions amounting to a reorganization. Human Resources conducted classification studies to determine whether UC Cooperative Extension department’s Staff Services Analyst II, incumbered Volunteer Program Coordinator, and Office Assistant II were properly classified. The classification study revealed that the Staff Services Analyst II and Volunteer Program Coordinator were performing duties within the scope of the Staff Services Analyst I classification and the Office Assistant II was performing duties within the scope of the Administrative Secretary I classification.
To remedy this, and to ensure staff is performing necessary duties, Human Resources recommended, and the UC Cooperative Extension agreed, to reclassify the Staff Services Analyst II and the incumbered Volunteer Program Coordinator position to a Staff Services Analyst I, and the Office Assistant II to an Administrative Secretary I.
The increased cost of salary and benefits for this action for the remainder of the fiscal year is approximately $24,020, which is offset by salary savings from a vacant position.
Requested Action:
Adopt a Resolution amending the Departmental Allocation List for the University of California Cooperative Extension, by adding two 1.0 FTE Staff Services Analyst I and one 1.0 FTE Administrative Secretary I, and deleting one 1.0 FTE Staff Services Analyst II, one 1.0 FTE Volunteer Program Coordinator, and one 1.0 FTE Office Assistant II, effective December 7, 2024.

The classification study found that based on the duties being performed, that all three studied positions were working outside of their current classification. |

The net increased cost of salaries and benefits for the remainder of the fiscal year is approximately $24,020. The net increased annualized cost of salary and benefits is approximately $44,600 and will be budgeted accordingly in future fiscal years. |

Some administrative duties would have to be reassigned which is not feasible, and programmatic duties will stop being performed which would adversely affect beneficial community programs including 4-H and Master Gardener. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
