BACKGROUND
There are currently five openings on the Napa County Technical Advisory Group (TAG) due to term expirations. The County Executive Office advertised the vacancies and received five reappointment requests from Miguel Garcia, Mathias Kondolf, Albert Filipelli, Julie Chambon, and Monica Cooper, all seeking a second term.
On June 21, 2022 the Board of Supervisors adopted Resolution No. 2022-04 (GSA) creating the Napa County Technical Advisory Group (TAG).
The core charge of the TAG is to provide well-informed, practical recommendations to the NCGSA as they carry out Napa Valley Subbasin Groundwater Sustainability Plan (GSP) implementation, taking into account the best available scientific information and best practices in groundwater management.
Members of the TAG have technical expertise relevant to the GSP, as well as experience working in a collaborative setting on public policy implementation. The TAG has both the responsibility and the timely opportunity to advise the NCGSA and will be involved with implementation of the GSP, including a focus on data gaps and adaptive management as described in GSP Section 11 Projects and Management Actions (PMAs).
Activities of the TAG include:
1. Providing input on water resources information and monitoring data collected during GSP implementation;
2. Vetting data analyses particularly pertaining to data collected at representative monitoring sites, including assessing when sustainable management criteria (SMC) may approach or exceed triggers and/or SMC as outline in the GSP;
3. Providing input on the development and review of Workplans described in the GSP and others that may be identified during GSP implementation;
4. Recommending additional data vetting and potential response actions (i.e., implementation of projects and/or management actions [PMAs]) to the NCGSA, including guidance on the prioritization and initiation of PMAs; and
5. Providing input on monitoring data gaps described in the GSP and other data gaps that may be identified, rationale for addressing the gap areas, and potential opportunities to coordinate monitoring efforts with other programs.
Requested Action:
Reappoint Miguel Garcia, Mathias Kondolf, Albert Filipelli, Julie Chambon, and Monica Cooper on the Napa County Technical Advisory Group.
