BACKGROUND
During an emergency or disaster, the Napa County Office of Emergency Services (OES) assumes a range of critical roles. One key responsibility is providing care and shelter, which is further divided into four functions: Care and Shelter, Emergency Assistance, Human and Medical Services, and Support for People with Disabilities, Access and Functional Needs. Napa County is the primary agency responsible for providing temporary shelter during large-scale emergencies or major disasters, aiming to offer relief to those displaced by natural, technological or human-caused emergencies or disasters. This assistance is crucial in protecting lives and reducing suffering. Additionally, in compliance with California Assembly Bill 781, Napa County is required to accommodate individuals with pets in emergency shelters. Through the proposed Shelter Use Agreements, and with the support of Napa County Animal Shelter and Napa County Animal Rescue Team, OES will comply with AB781.
Napa County OES is requesting the approval for three Shelters Use Agreements with the following local agencies: Crosswalk Community Church (CWC), Napa Valley College (NVC), and the Berryessa Senior Center (BSC). CWC, NVC, and BSC have served as shelter locations during numerous Napa County incidents. CWC is the primary shelter for the Napa metropolitan area, with a capacity to accommodate 400 citizens. NVC, situated in south Napa, provides shelter for residents of Napa City and surrounding areas. BSC, located at Spanish Flat, supports the rural population of eastern Napa County, particularly in Berryessa Highlands and Circle Oaks. Additionally, all three facilities have outdoor space available to be designated as animal shelters for small animal evacuees. These annual agreements formalize the continued use of these facilities as emergency shelters by the County.
Requested Action:
1. Approve and authorize the Chair to sign three shelter use agreements with Napa Valley College, Lake Berryessa Senior Center and Crosswalk Community Church with the term being retroactive to January 1, 2024, and ending June 30, 2027.

The Shelter Use Agreement state that shelter facilities will be provided at no charge but that the County may have to reimburse the facility for any damages. Future fiscal impact will only include damages to the facility during shelter activities. |

If not approved, Crosswalk Community Church, Napa Valley College, and Berryessa Senior Center would have to work without an agreement and would need to rely on post-event agreements. |

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by California Code of Regulations, title 14, section 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
