EXECUTIVE SUMMARY

Approval of today’s action will increase the maximum contract amount by $35,000 for a new contract maximum of $75,000, and updates Exhibit A (Scope of Work) and Exhibit B (Compensation, Financial Reporting, and Budget) to incorporate new services and a new budget.
Mentis, Inc. is a local vendor.

This agreement contains a provision for automatic annual renewal. Appropriations have been included in the approved Fiscal Year 2023-2024 budget and future fiscal years will be budgeted accordingly.

If this agreement is not approved, Suicide Prevention Program activities will be supported to a lesser degree and MHSA funds will be under-utilized.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Mentis, Inc., was awarded Mental Health Services Act (MHSA) Prevention and Early Intervention (PEI) funding to implement a Suicide Prevention Program after an extensive MHSA PEI Request for Proposal (RFP) process. The Suicide Prevention Program aims to reduce stigma around mental illness, and suicide, and prepare individuals, communities, and organizations to recognize warning signs for suicide as well as how to intervene when someone is at risk.
This amendment increases the annual budget by $35,000 for a total of $75,000 and replaces the previous Scope of Work to include chairing the Suicide Prevention Council, which is composed of providers, consumers, family members of individuals who committed suicide, and other concerned residents of Napa County. Additionally, this amendment will allow Mentis to complete the Napa County three-year Strategic Plan for Suicide Prevention, which was developed in partnership with HHSA and the Napa County Suicide Prevention Council. The County’s Strategic Plan for Suicide Prevention reflects the priorities, accomplishments, and needs for suicide prevention in our community and outlines a comprehensive approach to suicide prevention in order to move towards the shared vision of zero suicides in Napa County.
