BACKGROUND
The Airport Enterprise Fund is financially self-sufficient, receiving no financial support from the County’s General Fund. Staff is requesting an amendment to the airport fee schedule in order to ensure the continued financial viability of the Airport Enterprise Fund. A summary of the requested amendment, as outlined in Exhibit A of the attached resolution, is as follows:
• Amend Sec. 30.060 to remove Hangars A5, A6, A7, and A8 from the schedule.
The proposed amendment will remove these four hangars from the fee schedule to make them available for longer-term leases at market rates, rather than a rate set by the Board of Supervisors on a month-to-month tenancy basis. Each hangar is 60 feet by 60 feet (3,600 s.f.) which is large enough for a twin turbo-prop aircraft or a small twin engine jet. Capital Project 26-07, approved by the Board in June, 2025, allowed for reconstruction of the roof over the hangar building with the four demised aircraft storage areas. At a budgeted cost of $577,942, the project is estimated to be complete by the end of the calendar year. With the improvements, it is believed that offering these four hangar units for longer terms at higher, market-based, rental rates will increase revenue to the airport and allow the airport enterprise to continue to budget for investments in capital repairs to the aging hangar complex. The proposed fee update was presented to the Airport Advisory Commission on December 1, 2025 and the Commission recommended Board approval of the budget as drafted.
This item is specifically exempt from the requirements of Article XIIIC of the California Constitution because it is a charge imposed for entrance to or use of the County of Napa property or the purchase, rental or lease of County property (e.g., facility rental fees, room rental fees, equipment rental fees, on and off-street parking, tolls, franchise, park entrance, museum admission, tipping fees, golf green fees, et cetera).

Adopt a Resolution amending Section 30.060 of the airport fee schedule, effective January 1, 2026, to remove hangars A5, A6, A7 and A8 from the fee schedule.
