BACKGROUND
On March 25, 2025, the board approved the establishment of a new project for the “American Canyon Library Remodel,” PW 25-09. The American Canyon Library Remodel will update the facilities interior furnishings, flooring, paint, signage, and bathroom doors. The library has a separate CIP Division where funds are held to be utilized when capital improvements are needed to maintain the facilities. Today’s requested action will fund the agreement with NC Moving and Storage Solutions to facilitate the removal and storage of library materials and furnishings to allow various trades to complete phases of the remodel project.
Staff recommend utilizing the services of NC Moving and Storage Solutions services due to their extensive experience in moving, relocating, storing, and placement of specialty library collections and shelving units. NC Moving and Storage Solutions is the only known moving service with library expertise. Staff previously utilized another moving service contractor who was not specialized in library services and the move went poorly and resulted in damage to the library facility flooring, furniture, and other products.
Requested Actions:
1. Approve and authorize the Chair to sign Agreement No. 250419B with NC Moving and Storage Solutions,
2. Approve Budget Amendment to increase Other Professional Services by $100,000 (Fund 2020, Sub-Division 2020502, Project 25017, Account 52490) offset by use of Fund Balance.

Discretionary Justification: |
The American Canyon library will be undergoing various phases during the remodeling process and the this will require library materials and furnishings to be removed from the building to allow for painting and flooring services to be performed. The contractor will remove and store library items for the duration of the project and return upon completion. |

Future fiscal impact: |
The “American Canyon Library Remodel” project will likely continue into the fiscal year 2025-2026, therefore this contract will be funded accordingly. |
Consequences if not approved: |
The interior of the American Canyon Library will not be updated. |

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California
Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
