BACKGROUND

The Napa County Agricultural Commissioner’s Office is responsible for the implementation of federal, state, and local regulatory programs within Napa County. The regulated programs are designed to promote agriculture and protect the environment and public health. One such environmental program is Senate Bill 7 which mandates that newly constructed multi-unit residential buildings applying for water service after January 1, 2018, must install water submeters for each individual unit. To support this effort, this project will remodel the County’s Agricultural Warehouse in preparation for installation of a new water meter test bench. The new test bench will feature an increased testing capacity to meet the comprehensive testing of all water meters throughout Napa County.

The building was previously used for storing pesticide supplies and will now be converted into a testing center to house the new water meter test bench. The remodel will include replacement of old plumbing and lighting fixtures, wall demolition to widen the interior space, and the installation of a new mini-split (cooling) unit. The project is anticipated to begin design this Winter 2025 with completion expected in 2026; construction may carry over into Fiscal year 2026-27.

The current funding requested will cover the project design phase including staff time and COAR Architects Engineering Services. Funding for this project will be covered using the available budget in the Agricultural Commissioner-Sealer’s budget. The Agricultural Commissioner’s office has noted $177,800 is the full project budget, however, Agricultural Commissioner will be able to support additional funding if needed with assigned fund balance.  Staff anticipates returning to the Board of Supervisors at a later date for approval of the Plans and Specifications, request for authorization to advertise for bids and to provide an estimated project cost.

Requested Actions:

1.                     Approval of Budget Amendment for the following (4/5 vote required)

a.                     Increase Transfer Out appropriations by $177,800 in the Agricultural Commissioner-Sealer budget (Fund 1000, Sub-Division 1600000, Account 56100) offset by use of its available fund balance to transfer to project 26019 and increase to its Transfers In revenues (Fund 3000, Sub-Division 3000550, Project 26019, Account 48200); and

b.                     Creation of a new Capital Improvement Project for the “Ag Building Rehabilitation Project”, PW 26-16 (Fund 3000, Sub-Division 3000550, Project 26019) and increase Engineering Services appropriations for budget design by $177,800 (Fund 3000, Sub-Division 3000550, Project 26019, Account 52145) offset by a transfer-in revenue from the Agricultural Commissioner-sealer Budget.

Discretionary Justification:

Approval of the Budget Amendment is necessary to begin project design and move the project forward toward construction to comply with Senate Bill 7.

Is the general fund affected?

No

Future fiscal impact:

Future fiscal impact will include routine building maintenance funded through the Agricultural Commissioner-Sealer’s budget. General Fund will not be affected, the Ag Weights & Measures SRF (16000-50) will be utilized for any additional expenses along with Ag assigned fund balance.

Consequences if not approved:

If not approved, the rehabilitation cannot begin and preparations for the water meter test bench cannot be completed impacting County conformance with Senate Bill 7.
