BACKGROUND
Jamboree Housing Corporation (JHC), using their wholly owned subsidiary JHC-Acquisitions LLC, has secured site control of one (1) parcel located at 515 Silverado Trail in the City of Napa, comprised of approximately 1.05 acres for the purposes of building permanent supportive housing (PSH). The development will provide PSH and services to very-low and extremely-low-income individuals exiting homelessness, with set aside placements for the Coordinated Entry System (CES) for households earning between 30% and 60% Area Median Income. Total cost for the project is projected at Thirty Seven Million Sixty Three Thousand Forty Five dollars ($37,063,045).
On December 5, 2023, the Board of Supervisors adopted resolution 2023-150, reserving $1,550,000 of Affordable Housing Funds to JHC to assist in the development of forty (40) permanent supportive housing units, and one (1) managers unit. Since then, the project has been modified to be more competitive for funding applications. JHC submitted a revised entitlement package in March 2026, with approvals anticipated in June. The revised entitlements eliminated one unit to create a more efficient floorplan, move the project out of the floodplain, and provide a more efficient layout of services spaces.
The financing plan for the project assumes the majority of funding will come from the 9% Tax Credits. The City of Napa approved a loan to JHC in January of 2023 in the amount of Two Million Dollars ($2,000,000) in permanent construction financing prior to submission of the HCD Super NOFA in April 2024. In December 2025, the project was awarded One Million Five Hundred Thousand Dollars ($1,500,000) from the California Department of Developmental Services. As part of that capital award, ten (10) units will be aside for clients with the North Bay Regional Center. In May 2026, Napa City Council approved an additional Eight Hundred Sixty Eight Thousand Four Hundred and Twenty One Dollars ($868,421) of CDBG funds for the project.
At this time, JHC is requesting an additional year extension for both the City and County funding reservations.

Today’s action is adopting a new resolution approving the revised unit count, and extending the reservation of funds of One Million Five Hundred Fifty Thousand Dollars ($1,550,000) from the Affordable Housing Fund to assist Jamboree Housing Corporation with the development of 39 permanent supportive housing units and one managers unit, pending submittal of a complete application confirming all necessary permanent sources within one (1) year of the date of this action.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
