BACKGROUND
Following the Glass Fire in 2020, Wragg Canyon Road has significantly deteriorated, particularly in areas where heavy equipment used for fire containment efforts and subsequent reconstruction activities have reduced sections to gravel. The road serves as a critical route to and from Pleasure Cove Launch Ramp, experiencing high traffic volumes necessitating more than regular pothole patching for maintenance. To address these challenges effectively, our staff is requesting a budget amendment from the PG&E Settlement Designation specifically allocated for overlay repairs. There’s currently $500,000 of the PG&E funds in Project 23002 (Diamond Mountain Road) but that project is now delayed. Therefore, the request is to use that fund for the new Project 25009 (Wragg Canyon Road). This allocation will enable us to implement comprehensive repairs essential for restoring the road’s structural integrity and ensuring safe passage for residents and visitors alike. Total Miles: 2.39 miles.
Requested Actions:
1. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Transfers-Out appropriations by $500,000 in Project 23002 (Diamond Mountain Road) (Fund 2040, Sub-Division 2040500, Project 23002, Account 56100) offset by decrease in Intrafund Transfers-Out appropriations within the same budget;
b. Increase Transfers-Out appropriations by $500,000 in the Capital Improvement Projects Fund (CIP) (Fund 300, Sub-Division 3000000, Account 56100) offset by increase in Transfers-In from Project 23002 to Project 25009; and
c. Approve creation of a new Project, 25009, for the “Wragg Canyon Overlay and Maintenance,” and increase Intrafund Transfers-Out appropriations by $500,000 (Fund 2040, Sub-Division 2040500, Project 25009, Account 57900) offset by a Transfer-In revenue from CIP.
