BACKGROUND

The On-the-Job Training (OJT) program, as provided by the County’s Health and Human Services Agency’s (HHSA) Self Sufficiency Services (SSS) Division, provides training and employment opportunities to adults and youth who are enrolled in Welfare to Work (WTW), Expanded Subsidized Employment (ESE), and/or CalFresh Employment and Training (CFET) programs.

These programs are designed to help participants reduce significant barriers to self-sufficiency which include trauma, homelessness, substance abuse and mental health issues, and lack of education, health care, financial resources, and familial involvement and support. The goal of these programs is to assist participants with attaining permanent, unsubsidized employment.

Under this Agreement, On The Move, Inc. (OTM) will provide employment and occupational training to enrolled participants that SSS staff have identified would benefit, with HHSA’s SSS reimbursing the employer for 50% of trainees’ wages. The reimbursement is designed to offset the costs for employers bringing candidates on board that are experiencing barriers to employment that may not have the desired work experience or appropriate skill set. 

On The Move, Inc., is a local vendor.

Discretionary Justification:

While there is no mandate to contract with this vendor, this agreement advances the goals of HHSA’s Self Sufficiency Services (SSS) in assisting clients with obtaining employment and training.

Is the general fund affected?

No

Future fiscal impact:

This agreement contains a provision for automatic renewal. Appropriations have been included in the approved Fiscal Year 2025-2026 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

If not approved, participants in HHSA’s SSS will be unable to receive training opportunities available under this agreement.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
