RECOMMENDATION

title

Approve and authorize Amendment No. 2 to Agreement No. 210284B with LexisNexis Risk Solutions LF Inc. for an enterprise subscription to Accurint Virtual Crime Center, an investigative technology.  (Fiscal Impact: $20,000 expense; General Fund; Budgeted; Discretionary)

body

BACKGROUND

To solve cases, law enforcement personnel must collect and analyze a lot of important and sensitive information.  In today’s constantly evolving technology driven world, that information can be found in a myriad of public and proprietary databases, making the investigative process long and tedious.  Currently, the Sheriff’s Office relies on several traditional law enforcement databases and services for information gathering in an investigation, which can be limited in search scope.

LexisNexis has developed the Accurint Virtual Crime Center technology solution to streamline the process by which law enforcement collects and processes information for an investigation.  It provides instant, one-stop access to a multitude of databases that would traditionally require time consuming research.  It can be used to identify people, their assets, addresses, relatives, and business associates, which can help Sheriff’s Office personnel resolve cases more efficiently.

The LexisNexis Risk Solutions Accurint Virtual Crime Center can be used across the different divisions of the Sheriff’s Office, making it a versatile tool in the investigative process.  At the patrol level, a Deputy Sheriff could use it to develop possible contacts in a missing person case.  Detectives during investigations could use it to develop a suspect list in a homicide case.  Finally, Coroner’s Division personnel could utilize the service for a decedent’s next of kin in a death notification.  The versatility and comprehensive nature of the service can potentially shorten investigation times and in turn minimize the costs involved with investigations.
