TO: Board of Supervisors
FROM: Rollie Soria for Oscar Ortiz, Sheriff-Coroner
REPORT BY: Erin Corry, Staff Services Analyst II
SUBJECT: Boating Safety and Enforcement Equipment Grant Reappropriation

RECOMMENDATION
title
Approve and authorize the reappropriation of remaining Boating Safety Miscellaneous Equipment Grant funds for the betterment of an existing capital asset. (Fiscal Impact: $7,965 Expense; General Fund; Budgeted; Discretionary)
body
BACKGROUND
On November 5, 2024, the Board approved Agenda No. 24-1794 to accept grant funds from the California Department of Parks and Recreation, Division of Boating and Waterways, Boating Safety and Enforcement Equipment Grant FY 2024-25 to upgrade Boat No. 9 with a FLIR M364C thermal camera/navigational suite and a Raymarine Automatic Identification System (AIS) 5000 Class A transponder. Upon completion of the installed upgrades to Boat No. 9, the total cost was lower than the original quote, leaving a remaining balance of $8,016 in grant funding.
Sheriff’s Office would like to use the remaining grant funds to purchase a Raymarine AIS 5000 Class A Transponder Bundle and Raymarine AR200 IP Camera Stabilization Module for the betterment of Boat No. 1 (2019 Rogue Jet Coastal Cabin, Capital Asset No. 100804). Boat No. 1 is one of the Sheriff’s Office preferred patrol vessels for day-to-day operations on Lake Berryessa due to its ability to be operated in all weather conditions, its size and maneuverability in rough conditions, and has an enclosed cabin to protect deputies from the elements. Boat No. 1 needs an updated transponder and camera system. The Raymarine AIS 5000 Class A Transponder Bundle and Raymarine AR200 IP Camera Stabilization Module would allow Boat No. 1 to communicate with other Law Enforcement and United States Coast Guard (USCG) vessels via an encrypted network, while also displaying vessel positioning of all vessels equipped with AIS, which will enhance safety and communication during mutual aid assists and other operations, including nighttime and low visibility environments.
California Department of Parks and Recreation, Division of Boating and Waterways, Boating Safety and Enforcement approved the reallocation of the remaining grant funds on January 27, 2025, to install these upgrades to Boat No. 1.
Requested Action:
Approve and authorize the revision of previously awarded grant funds for the betterment of capital asset No. 100804 (Patrol Boat No. 1), current book value of $29,706, increasing its value by $7,965 for the Raymarine AIS 5000 Class A Transponder Bundle and Raymarine AR200 IP Camera Stabilization Module.

|

Future fiscal impact: |
Associated equipment maintenance costs will be budgeted accordingly in future fiscal years. |
|
Consequences if not approved: |
If today’s requested action is not approved, Sheriff’s Office would not reappropriate the grant funds from the Boating Safety Miscellaneous Equipment Grant FY 2024-25 and Boat No. 1’s camera and transponder system would not be upgraded for safer operations. In addition, Sheriff’s Office would be required to budget general fund appropriations for the eventual upgrade to Boat No. 1 in a future fiscal year. |
