EXECUTIVE SUMMARY
The grading plan for the Napa River Restoration: Oakville to Oak Knoll Project required the removal of utility poles and electrical service from within the proposed Restoration Project footprint. PG&E has de-energized and removed its wires and pole(s) from the restoration, at no cost to the Parties. After the wires were de-energized, the County removed the service drop and private poles owned by SPP Napa within the restoration site at no cost to SPP Napa.
SPP Napa is responsible for re-establishing electrical service through a location outside the restoration site, in coordination with PG&E. This agreement provides that the County shall reimburse SPP Napa for the actual cost of re-establishing electrical service through another location on the parcel, up to a maximum of fifty thousand dollars. Any costs over $50,000 are the sole responsibility of SPP Napa. Prior to payment SPP Napa shall provide the County with documentation of the actual costs incurred by SPP Napa to re-establish electrical service.

By agreeing to remove the power poles and electrical service from the restoration project footprint, the landowner enabled the implementation of important restoration actions along the Napa River. Reimbursement of those costs for the landowner to reestablish the electrical service is a fair request. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The environmental impact of the Napa River Restoration: Oakville to Oak Knoll Project was evaluated in the CEQA Initial Study/Mitigated Negative Declaration for that project.
BACKGROUND AND DISCUSSION
The County began coordination with PG&E regarding the removal of the power poles from the Restoration Project footprint in 2019. At the beginning of this process, the County expected to pay PG&E directly for the costs associated with removal of power poles and electrical service and reestablishment of service at the nearest feasible location within the new topography. During the design process for the work, the landowner and the County mutually agreed that the removal of the power poles and service could be accomplished first and that the relocation/reestablishment of the power lines could be accomplished at a later time that fit the landowner’s need.
This agreement provides that the County will reimburse the landowner for costs incurred to reestablish the electrical service, when that occurs. The County and the landowner agreed that $50,000 is a fair and reasonable estimate of the cost of removal and relocation of the utility poles and electrical service. The County plans to provide a one-time payment to SPP Napa of actual cost, not to exceed $50,000, once the landowner provides documentation of actual costs incurred by the landowner in replacing the service in a location of their design.
