BACKGROUND
In 2020, Sheriff’s Office entered into a five-year software as a service agreement with Zonehaven Inc. (Agreement No. 210258B) to subscribe to emergency management software, which was fully funded through the 2020 Moore Foundation Grant and the Napa Valley Community Foundation Disaster Relief Fund. Zonehaven Inc. was subsequently purchased by Genasys Inc. in 2021.
Currently, Genasys Inc. provides the Sheriff’s Office with the emergency management software platform, Genasys Evac. Genasys Evac includes a fully integrated mapping environment, geo-targeted notifications, algorithmically defined evacuation zones, evacuation status updates, and live threat feeds that provide first responders and residents with immediate evacuation warnings and orders as they occur. This system has proven effective in assisting the Sheriff’s Office, Office of Emergency Services, and other involved agencies make critical emergency planning and evacuation decisions during wildfire and other natural disasters.
Since funding for the agreement expired in 2025 and because Genasys Inc. purchased Zonehaven Inc., staff recommend that the parties enter into a new agreement establishing a new contract amount to be funded by Sheriff’s Office appropriations.
Because an RFP process has not taken place and the cumulative number of years under contract with Zonehaven Inc. and Genasys Inc. exceeds the five-year term allowable for the Purchasing Agent to approve the contract, it is recommended that the Board of Supervisors award the agreement. The Genasys software has been utilized by the Sheriff’s Office and Office of Emergency Services for the past 5 years with success. The requested software is one in which staff have specialized training and/or expertise in. A replacement software and associated implementation & training would incur substantial cost in time and/or money.
While the initial launch of the “Know Your Zone” campaign focused on public awareness, the Office of Emergency Services, Sheriff’s Office, and County Fire/CAL FIRE have found the software’s greatest value to be operational during disaster response for fire and law enforcement personnel. The public-facing component has become more of an added benefit, providing the community with access to evacuation maps and information.
Operationally, however, the Genasys tool has proven to be a valuable resource for large fire incidents and for close coordination between fire and law enforcement agencies. The software integrates with the fire department’s Tablet Command System, allowing for improved situational awareness and coordinated evacuation planning. During the 2025 Pickett Incident, Sheriff’s Office and OES staff used the system to plan and coordinate Evacuation Warnings and Orders in close collaboration with firefighting operations as part of Unified Command.
Request Actions:
1. Approve and authorize Agreement No. 260244B with Genasys Inc. for a maximum contract amount of $42,895.68 per fiscal year, $214,478.40 for five-year term, to provide a subscription to the Genasys EVAC emergency management platform.
2. Waiver of competitive bidding and sole source award to Genasys Inc. of San Diego, California.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
