BACKGROUND
Approval of Amendment No. 2 to Agreement No. 240001B will increase maximum compensation for non-routine services by $50,000 for current fiscal year 2024/2025 only. Portable restrooms at South Campus are needed for an indeterminant amount of time until an on-going non-facility related sewer issue impacting use of restrooms is resolved.
The total maximum compensation for fiscal year 2024/2025 will increase to $79,000. There is no change to total maximum compensation in future fiscal years of the agreement.
On June 13, 2023, the Board approved Napa County Agreement No. 240001B with United Site Services of California, Inc. Through a competitive Request for Proposal (RFP) process this company was selected by the panel to provide Napa County with sanitation services at various County locations effective July 1, 2023, with a maximum compensation amount of $24,400 per fiscal year in years 1-3, with the option for automatic renewal for years 4-5 with a maximum compensation amount of $26,800 per fiscal year.
United Site Services of California, Inc. is not a local vendor.
Requested Action:
Approve and authorize Amendment No. 2 to Agreement No. 240001B with United Site Services of California, Inc. to increase maximum compensation for non-routine services for fiscal year 2024/2025 effective January 15, 2025, to address needs at South Campus.

Due to on-going non-facility related sewer issues impacting use of the restrooms in South Campus Buildings A and B, portable restrooms are occasionally needed for staff and the public at South Campus to remain in compliance with OSHA requirements. |

If the amendment is not approved, the County would not have the ability to provide additional restroom facilities for staff and public and could be in violation of OSHA regulations. |
ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
