Approve and authorize Amendment No. 1 to Revenue Agreement No. 240123B with Department of State Hospitals, to extend the term of the agreement for one additional year through June 30, 2027 and increase the contract maximum by $509,609 for a new contract maximum of $2,038,433 for Fiscal Year 2026-2027, for the continued Forensic Conditional Release Program in Napa County. BACKGROUND
Department of State Hospital (DHS) state-funded Conditional Release Program (CONREP) provides outpatient treatment and supervision for individuals found Not Guilty by Reason of Insanity and certain Mentally Disordered Offenders transitioning from state hospitals or prison back into the community. DHS contracts with counties to provide behavioral health treatment, supervision, and support services necessary to safely maintain these individuals in outpatient status. Required services include therapy, assessments, home visits, substance abuse screening, and case management. Napa County’s program is managed by a specialized forensic behavioral health clinician and is funded by the State based on anticipated annual program costs and mandated performance standards.
Requested Action:
1. Approve and authorize Amendment No. 1 to Agreement No. 240123B with Department of State Hospitals, to extend the term of the agreement for one additional year through June 30, 2027 and increase the revenue maximum by $509,609 for a new maximum of $2,038,433 for Fiscal Year 2026-2027.
