BACKGROUND

Napa County is the recipient of a Highway Safety Improvement Projects (HSIP) Cycle 11 grant for intersection improvements on Silverado Trail at Oak Knoll Avenue, Zinfandel Lane, and at the Strawberry Patch (approximately 0.40 miles north of the Silverado Trail and Trancas Street intersection), which will reimburse Napa County 90% of project expenses. On November 28, 2023, the Napa County Board of Supervisors approved a Program Supplement Agreement initiated by Caltrans and approved a budget amendment to transfer $325,000 from the SB-1 Special Revenue Fund to Project 24015.

On July 9, 2024, approved Agreement 250052B with the Consultant to provide Engineering, Environmental, and Construction Support Services for the HSIP Cycle 11 Silverado Trail Intersection Improvements project. Agreement No. 250052B was prepared for a maximum compensation of $191,183 for Preliminary Engineering services. However, due to additional safety improvements requested by the County and unforeseen environmental studies, Public Works staff requests an amendment to this Agreement to increase the maximum compensation by $71,086 for a total maximum compensation of $262,269. Amendment No. 1 will provide additional funding for necessary surveying, engineering, and environmental studies and design. Preliminary Engineering will be performed in 2025 and the project is expected to be constructed in 2026. Once Caltrans provides Napa County with authorization to move this project into construction, the County will return to the Board of Supervisors to request authorization to amend the agreement for the construction support services and award the construction contract.

Requested Actions:
1. Approve Amendment No. 1 to Agreement No. 250052B with Sanderson Bellecci Inc; and
2. Approve a Budget Amendment for the following (4/5 vote required):
a. Increase Transfer Out appropriations by $50,000 in the SB-1 Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220052, Account 56100) (SB-1 SRF) offset by use of its available fund balance to transfer to Project 24015; and
b. Increase Consulting Services appropriations by $50,000 in Project 24015 budget (Fund 2040, Sub-Division 2040500, Project 24015, Account 52310) offset by Transfer In revenue from SB-1 SRF.

Discretionary Justification:

Funding is reimbursed by the Caltrans HSIP Cycle 11 Grant. Funding will improve three (3) intersections on Silverado Trail, which is necessary to improve safety for road users.

Construction funds will be requested in 2026.

Consequences if not approved:

The County hired Consultant will not be able to complete essential safety improvements and the required environmental studies at the Zinfandel Lane, Oak Knoll Avenue, and Strawberry Patch intersection improvement areas.

 

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Consideration and possible adoption of a Mitigated Negative Declaration. According to the Mitigated Negative Declaration, the proposed project would have, if mitigation measures are not included, potentially significant environmental impacts in the following areas: the Strawberry Patch. This project site is not on any of the lists of hazardous waste sites enumerated under Government code section 65962.5
