BACKGROUND

Napa County is the recipient of a Highway Safety Improvement Projects (HSIP) Cycle 11 grant for intersection improvements on Silverado Trail at Oak Knoll Avenue, Zinfandel Lane, and at the Strawberry
Patch (approximately 0.40 miles north of the Silverado Trail and Trancas Street intersection), which will reimburse Napa County 90% of project expenses.

 

On November 28, 2023, the Napa County Board of Supervisors approved a Program Supplement Agreement initiated by Caltrans and approved a budget amendment to transfer $300,000 to cash flow the project from the SB-1 Special Revenue Fund to Project 24015. Federally funded projects require a great deal of administrative effort, and the additional $25,000 will support this effort through construction. Once the County receives our reimbursement, any unused funds will be returned to the SB 1 Special Revenue Fund for use on other projects.    

On April 23, 2024, County staff released a Request for Qualifications (RFQ) for Engineering, Environmental, and Construction Support Services for the HSIP Cycle 11 Silverado Trail Intersection Improvements project. After completing interviews in June, County staff selected the most qualified consultant to prepare the plans, specifications, and associated documents, as required by Caltrans, to successfully design this project. This Agreement is prepared for a maximum compensation of $191,183 for Preliminary Engineering services, which includes the engineering design and environmental document preparation. Once Caltrans provides Napa County with authorization to move this project into construction, the County will return to the Board of Supervisors to request authorization to amend the agreement for the construction support services.

 

Requested Actions:

1.                     Approve and authorize Agreement No. 250052B with Bellecci & Associates; and

2.                     Approve a Budget Amendment for the following (4/5 vote required):

a.                     Increase Transfer Out appropriations by $25,000 in the SB-1 Non-Operating Special Revenue Fund (Fund 2440, Sub-Division 1220052, Account 56100) (SB-1 SRF) offset by use of its available fund balance to transfer to Project 24015; and

b.                     Increase Engineer Services appropriations by $25,000 in Project 24015 budget (Fund 2040, Sub-Division 2040500, Project 24015, Account 52145) offset by Transfer In revenue from SB-1 SRF.

Discretionary Justification:

Funding is reimbursed by the Caltrans HSIP Cycle 11 Grant. Funding will improve three (3) intersections on Silverado Trail, which is necessary to improve safety for road users.

Is the general fund affected?

No

Future fiscal impact:

Construction funds will be requested in 2025.

Consequences if not approved:

Napa County will not be able to hire a consultant to prepare the design of the intersection safety improvements, which will prevent the Silverado Trail intersection improvements project from moving forward.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California
Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
