BACKGROUND
The Napa County Animal Shelter uses one commercial clothes washer and two commercial clothes dryers to provide proper care and a safe and clean environment for the animals. Due to the substantial use and age of the equipment, the washer and dryers need occasional repairs in a prompt manner.
On November 1, 2019, Napa County entered into Professional Services Agreement No. 200188C with Western State Design for scheduled maintenance and as-needed repairs for the Corrections department equipment, which are three commercial clothes washers and four commercial clothes dryers. The maximum annual compensation for the agreement is $20,000. On July 1, 2022, the Board approved Amendment No. 1 to extend the term of the agreement and update the hourly and overtime compensation rates. Maximum compensation was left unchanged.
Amendment No. 2 to Agreement 200188B will add on-call equipment repair services for the Animal Shelter’s equipment and will increase maximum annual compensation from $20,000 to $30,000 for fiscal years 2023/24 and 2024/25. Although not budgeted for this fiscal year, repair costs will be covered by the Animal Shelter’s current Services and Supplies appropriations. Expenses for fiscal year 2024/25 will be budgeted accordingly. The agreement is in year one of two automatic renewals and is scheduled to expire on June 30, 2025.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
